I don't see the Area 51 data as time-critical. It's data, and we can decrypt that later, or after the world ends if we run low on actions here.

Project Cargo differs from Longtrain by using many powerful vehicles, each towing a few shipping containers specially fitted to the portal.

Opportunity Results

It's distressing how easy it is to manipulate stock markets if you have the resources of the Initiative. Finding weak, gullible or plain greedy targets was easy. Bribing them was easier still. The Initiative cells tried to keep damage to other, more critical industries negligible, but success was limited. The stock market crashed incredibly, plummeting down stronger than the Great Depression, affecting not only Japan but the whole Asian sphere, leading to further financial crisis in Indonesia, Vietnam, China and even Russia, worsening their situation even more and the globe in turn. While this downward trend would sooner or later happen anyway, it is still disheartening for many personnel to be a direct cause of it, even though they do understand that these sacrifices are necessary.
Finding skilled personnel all over the Asian sphere wasn't hard at all, however. Many programmers eagerly accepted discreet proposals after their companies either went bankrupt or fired them to keep afloat. Quickly, a skilled team of programmers has been assembled and is now working in the Antarctic, deep within the permafrost.

Research Team obtained!



Subverting the Russian general was less a subversion and more an approach to him in a bar. He was deeply dissatisfied with the state of the Russian Army and corruption in his ranks and lost his patriotism long ago. In fact, he seemed suicidal as he explained long and detailed how the world was going to spin out of control and ultimately self-destruct it, only furthered by recent happenings he attributed to a “Doomsday Cult of Illuminati proportions”. Apparently he was mocked for this suggestion, even though he got it halfway right.
The agents seen it fit to get him to sober up in one of the Initiative boltholes and explain to him that they were working for this “cult”, although he got some details wrong. Initial hostility waned to understanding and then hope, hope for another chance for Humanity and that he can take part in it. He agreed to work for the Initiative.
Alongside him, we also gained some loyal soldiers from the VDV. They deserted on behest of the general through back channels, mysteriously all vanishing after they have been deployed in a peacekeeping mission to China. Consequently, Chinese positions in the North were overrun by Qing Restorationists during Autumn, fracturing China even further in their current Civil War, brought by economic and communication crisis.

Military Force (experienced) obtained!
General Boleslawich obtained!


Project GENESIS progressed reasonably well this quartile, making great strides in norming vehicle parts and compiling industrial methods and agricultural techniques in a vast library. The building material of the Arabian Spring were analysed and debate was had which norm parts to actually choose, which would satisfy all participants in the project.
Eventually, there have been issues how to code templates for production and which language to use,  hindering progress a little until the solution of a completely newly made language from scratch would help in further endeavours. However, this decision will take time. So far, however, the engineers and researchers are optimistic that they will be finished long before Project Endgame comes about.

Project GENESIS advanced


Encrypting the Area 51 data has proven to be almost trivial for our researchers, even though American encryption is known to be fairly advanced. Less advanced, however, than the technology the Initiative has acquired from the Chinese.
The data details more about the Honey Bee and other projects which aren't of immediate interest for the Initiative, however, they also contain a lot of correspondence of Base Commanders and the Pentagon, detailing several plans and other secret development sites, even Black Projects.
Two plans in particular seem to be interesting. A planned invasion of Canada to secure their oil in 2046, March, and “Project Exodus”, seemingly an US-sponsored seedship to send the President and the societal elite of the USA into space to colonise a far-away planet. It seems to be slated for 2060, with most of its research currently still in the theoretical, although they do seem to work on a practical and transportable fission generator.
This is of vested interest for the Initiative.

Opportunities

Strike NASA

NASA holds the schematics and prototype of “Project Exodus” 's fission generator apparently able to fit in a car or transportable by two strong people. Raiding their Black Site will, maybe, secure the prototype and schematics for us, which will allow us to both power the bridge longer and have a reliable way to produce energy in the start of our colony.

Attack chinese black prison

Our recent smash and grab also revealed the position of a chinese prison for political dissidents, many of them researchers and scientists with too liberal or democratic notions or being revolutionary firebrands of some sort. Attacking the prison and freeing the prisoners will ensure some more brain power behind the Initiative.

Rebuild UK network

Rebuilding the UK network will take effort, a good measure of blood and bribery, but it is within the capabilities to do so. However, this might risk further exposure of the Initiative to Great Britain and the US.

Raid Russian military lab

Boleslawich is relaying information about a new service rifle prototype of the Russian Federation reaching end stage prototyping soon. After this, it will assuredly hit mass production. Apparently it is an assault rifle working with caseless ammunition, designed to be both reliable and highly penetrative. Securing the prototypes and reverse-engineering them, he says, will both deny Russia increased military might, as well support our cause.

Kidnap Emily Knudson

Emily Knudson is a Canadian botanist of some renown globally as she devised a GM crop able to withstand the mounting acid rains in the northern hemisphere, even though this mutation of the rye plant tastes highly fungal. However, securing such a bright mind  would be beneficial for the Initiative.
All that needs to be done is hijacking an air plane mid-air.

Let's not do the kidnapping. She's one of the few people to do some real good in this dying world, staving off the collapse. We're leaving before everything breaks, and humans might not go completely extinct on Earth.
I do not want to do three attack opportunities this turn. We're building too much heat, and the NASA mission reads as difficult enough as it is. Portable fission generators would be great to have.
With the Chinese unrest, the prison break is probably easier and less likely to flag us.

Project GENESIS ensures we keep our technological edge, making artificial farms viable. If we do need to adapt local flora for our own use, our standard research teams will work fine.

If we're trying to keep the world stable, doubling up on china doesn't seem like a good move to really keep things that way. Let's spread the pain around a little so that they aren't all going to immediately collapse.

You know, the Russian lab raid mentions it'll prevent increasing of Russia's military might. Considering Russia is planning on annexing Ukraine and whatnot, it could very well be very advantageous to world stability if we did that raid. That and we have the general, so it's not like we're going in relatively blind.
