I am against handing over parts of our autonomy, even for cash.  We won't garner respect that way, and it's a slippery slope.  Doing the engine partnership is better, but at no point should we ever let them take over our equipment. 

Note: that's not to say we shouldn't work together with them, but we need to keep our independence or be subsumed into the army.

It sounds like they'll give us more details of what they're planning, so we can at least better assign our balloons if we become autonomous. I don't know about pledging to give them a promise to design a heavy machine gun. They might already have a good ones and besides, I'm not sure if that's in our area of expertise. We CAN at least promise to share useful weapons we design with them if we ever make any, but I don't think promising to plan on doing so is wise.

Verusan F1 Lesser European Swallow

Work on the Lesser European Swallow is completed without too much fanfare, as the finalised plans are sent out to the factories for mass production to stop the Equilibrium Scourge. The finished Swallow is a work of beauty: it’s sleek and streamlined, and now that its tail doesn’t look incomplete, Verusan engineers are happy to show it off to the world.

Project Complete! You can now deploy as many squadrons of the Verusan F1 Lesser European Swallow as you can afford.

Verusan Armed Forces Council Negotiations, Round 1

The Verusan Armed Forces Council is happening this week at a grand hotel in the heart of downtown, the Lyasonne. The affair is mainly a tug-of-war between the army and the navy for resources, authority and royal favour, overseen by the young King Eiros II and his retinue of advisors, chief among them the King’s Adjunct, Bertrand Laruse. The Sky Crusaders have managed to get some of the smallest rooms in the whole place booked for them, in which the entire design team and some additional bureaucrats are bunking.

The first morning passes in a blur of long and boring speeches about the need to win the war against the evil Kolechians, and several of the junior engineers doze off halfway, earning dirty looks from the royal guards. In the afternoon, however, the generals and admirals get down to brass tacks – the perfect environment for the Sky Crusaders to make their move.

Negotiations begin in the Great Ballroom, now littered with haphazardly placed tables and chairs. The Sky Crusaders don’t waste any time, asking the generals and admirals to support the promotion of the Verusan Sky Crusaders to an Autonomous Corps. In return, they promise the “Ox Slayer”, a proposed .60 cal air-cooled heavy machine gun. The plans for manufacturing this weapon, once it is designed, will be shared with the army and the navy.

"And as our first act as an autonomous corps, we shall develop a state-of-the-art heavy machine gun.  This deadly weapon system will be available for our army and navy brothers."

To further sweeten the deal, another designer proposes sharing the technology for the Barnett 1915 V12 engine with the army, a move that is quickly supported by the rest of the design team.

The generals are intrigued by the offer of the Barnett 1915, although some roll their eyes as the concept of ‘horsepower’ is explained to them as one would to a medieval peasant. The size and weight-to-power ratio of the V12 is strictly better than anything the army has at present, but not incomparably so. Some generals are convinced to support the VSC, although many are still sceptical of the impact a new engine could have.

As for the ‘Ox Slayer’ proposal, the army is also interested. A true heavy machine gun (heavy as in calibre, not in weight) could help battles, with its greater ability to penetrate cover. Some argue that a .60 cal machinegun could not be reasonably air-cooled, while others insist that if the Sky Crusaders design team pulls it off, it would be a great boon to the Verusan army. More generals are swayed by the promise of the ‘Ox Slayer’, although a small but growing group is calling for the delivery of this new weapon before the Sky Crusaders are promoted to an Autonomous Corps.

The navy admirals, however, are outright dismissive of the heavy machine gun proposal. The Verusan navy already has (relatively) fast-firing 6-pounder guns for defence against torpedo boats, and regular machineguns for anti-personnel work. They simply don’t see the need for the navy to have ‘Ox Slayers’ at the moment.

At the afternoon tea, a couple of naval admirals sympathetic to the Sky Crusaders’ cause approach the design team’s table. They explain that while the attack on Kolechian ships in Late Winter 1915 earned the respect of the other admirals, the lack of any significant contribution to the naval battles by aircraft since then has damped enthusiasm. Perhaps a proposal for some new type of aeroplane, either for naval search or attack, would garner a warmer response. Even a simple commitment to keep some squadrons to assist the navy in fighting the Kolechians would go a long way.

As the council breaks for dinner, it looks like the Sky Crusaders have convinced about two-thirds of the generals, and hardly any of the admirals, necessary to get themselves promoted. Further arguing sessions are scheduled later in the night, but for now there is the opportunity for the design team to regroup and come up with new proposals or replies to existing ones.

We are unsure if the navy wants or even needs this assistance; assuming they decline to support us, it can be safely assumed that such a weapon would not be welcome and the plans for such will go back into the file cabinet.

Another 80 pounds. It's for shipboard use, the original designers weren't too concerned with weight savings.

Kingfisher sounds good, though I feel it should have a proper industry name, kinda like the VRAC... I could make a proper design for it too, probably as TAC R.M. 4... Anyway, other than that, revisions

Barnett Weight Reduction
The Barnett engine is no doubt one of the best engines in the world, being very powerful and efficient, however it was brought up by one of our engineers that the engine is most likely heavier than it should be and naturally would work even better if it was lighter. Naturally, making the engine lighter would not only possibly fix the issue of weight on the Great Emu, but would also mean higher top speeds for both the Emu and the Swallow, and a bigger number for top speed is better. In short, this work would increase the power to weight ratio and not only make the army more interested but also will mean that it would be able to carry more weight as less energy is needed to compensate for the weight of the engine.

Sky Crusader Armour
To protect our pilots from frostbite, being uncomfortably cold, and dying when their aircraft's wings snap off or engine is set alight, we shall issue them a new uniform. The new uniform has been nicknamed Sky Crusader Armour after an engineer mentioned it could also protect from wind burn, anything getting into the eyes, neck chafing and even claimed that it could protect the wearer from fire to a minor extent, at least more than our current uniforms. It consists of a sheepskin jacket with inward facing wool, high collar, snug cuffs and waist, and multiple buttoned pockets. Leather pants, leather boots, leather gloves, and a leather helmet with flaps to protect the ears, and a balaclava mask to protect the face. Glass goggles to protect their eyes from wind, oil, rain, and other hazards. And possibly most importantly contains a basic parachute nicknamed the sky crusader shield that should allow anyone who uses it properly to survive jumping out of an aircraft. Lastly to top it all off, it has a colorful variety of silk scarves to protect the neck from chafing and to clean goggles with, though white ones are recommended for pilots to use so they can see anything soaked on it easier if they need to use it to wipe something off their goggles.

Additionally, a hydraulic rail system can hold and launch a Kingfisher when equipped with pontoons, allowing it to be launched in a short distance.  This rail system is to be mounted on top of a ships turreted gun, or on a clear deck space.  A crane can then be used to pull the plane out of the water and remount it on the rail system.

I'm against making another small plane, we might be able to revise existing craft to do what we need. I think we should push for a heavy bomber capable of carrying torpedoes and large bomb loads next.

As for this turns' dice, can we make the Ox Slayer on a revision? If so, that should be one of our revisions. Besides that, I think our plans include:

-Improve the Swallow's maneuvering
-Improve the Barnett's performance further, hopefully benefiting existing aircraft
-Get some parachutes!
-Implement the radio into some of our aircraft, Emus maybe
-Get tracers and/or incendiary ammunition
-Maybe some armor for our air crews

These in approximate order of priority. We only have four dice to work with, of course. Thoughts?

it's a spotter plane with radio and pontoons.  it needs to be a biplane to have the same amount of loiter time, and be a two seater for the radio operator.  At this point it's different enough from the Rhino to make it a new plane; the Emu's spit tail and pusher configuration makes it ill-suited to the pontoon and catapult.  Regardless, it's not meant to take over the Emu; the design is mostly for the pontoons and catapult.

Barring any unexpected dice trades via the War Council, we're set to get four revisions this phase.  Let's hear 'em!

Here's a quick way to take another crack at those destroyers...

Revision: JTT Penetrator Aerial Munition *NEW NAME 500 lb Stroke of Fury*
In cleaning out the desk of a engineer who had just been committed to the Royal Sanitarium for chronic perversion, his fellow VSC engineers made a startling discovery.  Amidst his collection of "Basselton Bible" pornographic comic strips, was a surprisingly brilliant design idea scrawled in the margins...
"We got our Barracuda, and it's fuckin' huge am I right?  Something to really be proud of.  But our birds won't even take it.  Too big they say.  Them Navy boys are eggin' us on, so we gotta do it!  So how 'bout this.  Just the tip.  Just slip that in there, and it'll get the job done.  Gotta see how it feels, am I right?"
The "JTT Penetrator Aerial Munition" is the 300 lb warhead and impact fuse "tip" of the Cloud Killi, re-encased into an aerial munition shell.  The additional weight of the casing and fins should place the total munition weight at 500lb (edit), just enough to fit on a Great Emu.  In the hands of a skilled bombardier, the encased 300 lb warhead should penetrate the deck armor of a destroyer, and could be used to destroy other hardened structures such as dry docks, rail terminals, and bridges.

Also I'm wondering if we should encourage more strategic bombing operations, given that the central plains are really defined by crossing points at the Koldan River.  True penetrating munitions tend to have heavier casings, but 60% (3 to 5) HE to total weight is spot on for a WW2 general purpose bomb.  (Modern HE is more powerful, so today it's about 40% warhead weight in a general purpose dumb bomb.)  That should be just enough casing to punch through a destroyer anyways.  It's going to be a tricky shot trying to level-bomb with one munition, but it'll sure as hell be DARING.  It should help that they probably don't have serious AA guns yet.  Also, who knew Basselton was so cutting edge in adult humor? Here's a quick way to improve our aerial gunnery...

Revision: Bull's Eye Aerial Gunnery Ring Sight
Current narrow machine gun sights aren't really intended for moving targets.  In fast-moving aerial gun fights, this results in our Emu gunners often "guesstimating" deflection for their targets and barely using the sights at all.  By replacing our rear sights our on guns with a large bull's eye like iron ring, our Emu gunners can be trained to lead targets by measuring deflection with the diameter of the sight.  This inexpensive solution should be applied standard to our machine guns.

Oh yeah- that touches on the one thing I meant to ask, have we tried bombing Kolechian ships much, and how did it go? If we haven't been doing that, we should be doing that.

the most damage we've done was when we got lucky and dropped a bomb straight down the smokestack of one of the DD's and damaged it.

We have made no kills and it is generally described as "ineffective" - shooting the spotting balloons is more effective, actually.

Maybe we should switch from hot air balloons to the kind the Kol's have? seems more effective.
