I was thinking of joining Bay12 Gridhood, but it was too crowded for me to begin this late.

Can I get a list of all basic (i.e. 1 FP) tiles possible?

There probably is not a list of valid 1FP tiles because there are just so many possible choices, and on at least one occasion an invalid 1FP tile was made valid when someone explained to the GM what it actually is. As a general rule of thumb, I would recommend choosing a terrain variety that exists in real life or something that would only serve a single obvious purpose. But then, I'm not the GM.

While I am at it I will answer helmacon's question too. The only way to know which tech will get the random cost reduction is to only research one tech this turn, because the odds that 1 tech will be randomly chosen out of a possible 1 choice is 100%. Any other quantity of research projects will have a probability of 50% of less, thus you cannot 'know' ahead of time which will get it.

(Also, Not actually too late to join Bay12 edition gridhood. I wouldn't be a civilization there until after the famine ends though.)

You don't, but you're not wasting RP by over-researching something. It'll just flow into something else (though not necessarily what you'd choose).

Look at the map. All the blank tiles only cost 1 FP to place.

Thanks for answering my questions. I assume that the "Winds of Change" effect applies to me since I am doing an action this turn, and will amend my post accordingly to use the two extra FP. The "free tile" quote was from a separate conversation about why I didn't join Bay12 Gridhood.

I assume that the "Winds of Change" effect applies to me since I am doing an action this turn, and will amend my post accordingly to use the two extra FP.
It applies, but like most resources, is added at the end of the turn and can't be used until next turn.

It clearly says in red text, "per civilization" I guess its possible to interpret it in a way that will make it possible for one civ to get multiple bonuses at the expense of others, but I don't think the GM is going that route with this.

Of course, if the GM is doing that, then researching four or five different things would be the best thing to do in order to maximize your odds. (The maximum amount you can without going over your logistics limit)

Well, I have 3 techs in open research. If I chose to research just one this turn and the discount was on another one I would have been sad. Do you see where I was coming from?

I do not understand your confusion. It specifically states in the brackets that the bonus is for a tech researched this turn. So a started tech from a previous turn would be irrelevant.
