The Outside World
You have received a summons from the blue government. Apparently, agencies tracking the development of organized crime in Dagos have noticed several alarming developments. The major mafia families are being inundated with meta human recruits. They note the particular ruthlessness and competence of these metas, and fear it may mark an escalation of organized crime in the country. Citing your recent research into meta humans and the fact that you have several quite high on your payroll they ask you to justify yourself. They claim that metas are dangerous and unstable individuals, and your working with them has become a matter of national security. Write a brief rationalization and justification for your organizations existence, and clarify your intentions going forward.

**Please vote for a single entry and post it in the core thread . Be aware that the enemy will be able to read your submission. The side with the most justifiable and convincing argument will receive a +1 applied to every category of a project, to be applied to any new project they choose to use it on. **

Matters.inc performed about as expected this year. you have gained 2 million $ and 2 favors.


It is currently the Project and Research phase.

You may describe one project or research project you would like to perform. You will receive a quote for the baseline cost of the action in money and influence. If it is a project you may receive some details about the end effects, but the full effect will be dependent on the project rolls upon completion. Example: Your new Headquarters will increase the total Villain cap for the Council. (Rolling a (1) in effect might increase the cap by just 1. Rolling a (6) might increase the cap by (3)). The project will then become available for work during the deployment phase. *Do note that you do not have to assign anyone to work the project, and it will stay open indefinitely. There is no maximum number to the amount of projects or research you can have active at once.

Well, you already know what I want, we should make a project to expand our villain capacity. As for the writing challenge I will probably work on it later if I can since I am still stuck on a tablet.

You Matter: Metahuman Outreach

Recognizing the need to find potentially powerful metahumans before the competition picks them up, You Matter is an outreach campaign to find and protect vulnerable meta-humans. Not only does this make us look good in the eyes of the local government, it also provides us with a steady stream of candidates who might either be good for our public business or our more under the table activities.

More storage isn't a bad idea though. I'm not voting for it, but I'll do a quick write up.

Operative Storage

Matters Inc. will quietly buy an abandoned warehouse for the purpose of facilitating and housing some of our local operatives here in Dagos. While not a flattering option, it is indeed functional and will provide enough room for our criminals to operate in peace.

Project: Operative Storage

Rolls*: Time (5) Cost (3)

In the end, Matters.inc dosen't so much buy a warehouse as they do sell a warehouse. Specifically, they sell a warehouse to small startup company operating out of Dagos that seems to be quite difficult to get in contact with. The realtor who facilitated the transaction would have told you that she only ever worked with two women, who she claimed only ever provided her with just enough information to do her job. Would have told you, because it seems that she has also disappeared as of late.

Most of the cost for this project has gone to keeping the transaction discreet. The warehouse is already built, so you need only get through the process of purchasing the property, and you will be all done.

Melissa "Dark Hand" Aniya has gained the trait Dabbling Entrepreneur from the experience.

Project Cost: 5 favors and 5 $
Project Time: 1 turn of work to complete

This project will provide you with an additional hideout, although the quality of the facilities is under some question.

*Initial rolls for the project are always unmodified. Modifiers affect the second set of rolls. (effect, price, bugs.)



Deployment phase

During the deployment phase, each character you control can take one (1) action. There are a number of different actions they can take.

Research:
Assign a character to one of you projects, if you have the money and favors available to fund it.

Recruitment:
Assign a character to recruit another hero or villain to your group, up to your current maximum. You can spend renown to modify the recruitment roll. 100 renown is a 1.0 modifier. (An unmodified roll) You can spend as much or as little as you like, but you cannot roll something outside of the 1-6 range.

Movement:
Move a character to another area on the map. They can't perform other actions during this time. Unless special measures have been taken (ie. research or a project) a character cannot be intercepted or otherwise engaged during travel.

Engagement:
Send a character to influence the city they are currently in. If no plan is specified, they will take generic actions. Robbing banks or stopping muggers, depending on your side. It will produce about an even ration of $ and influence.

You can also create a specific plan for your characters engagement that will effect the outcome. There are no generic presets to these. You can do whatever you scheme up. For example, a terror bombing may produce no real money, but a lot of influence. You could also take on bigger targets. Instead of stopping muggers, you might try to break up an organized crime ring. This will see you facing a number of weak generic enemies, and might be dangerous for a lone or inexperienced character, but will provide greater rewards than generic action.

Battles occur when heroes and villains attempt to engage in the same city during the same turn. If either side has uninjured characters after the battle they will still attempt to carry out the original plan. (provided the character is not uninjured because of a retreat) If you were attempting a high value target, the little mooks will usually show up during the battle, so a lone surviving rookie will always succeed on a mission after a battle.

Dark Hand and Harvestman - Operation Hamstring

Armed with the knowledge that the Blue Government is not the only group out there hunting down Metahumans, Dark Hand and Harvestman will prey on the local bars and clubs owned by Mafiosos for fun and profit. Some assets might end up returned in the end as Favors, but the majority of the winnings here will be cash and the knowledge that a rival has been effectively hamstringed.

I'm against doing anything too visible now, after the heros probobly know we are here I think we send Dark Hand and Harvestman  to another city

I concur. After this, we can probably send them off the something like Water City; that way, we have two operatives in both cities.

If we actually did stuff that the heroes could see, wouldn't we be able to see what they have done? I do agree we should make a base in another city sometime to be able to expand our influence but now I don't think is the time.

I'm sure we'll be alright for now. That said, while we have a pause, I really am enjoying this game. I can't wait until we have our A.I at our disposal!
