Yet, when Earth itself was ground to dust by rebels vying for independence, it crumbled. A dark millenium followed, filled with strife, conquest and famine. Yes, you are His Royal Majesty Iago Vincentas Malagrange,  Crowned King of Nevo Koronn and Lord Protector of Sofia, son of the Late Queen Aelyse Archibaldys and the famed holofilm legend Vincentas Doran Malagrange. From birth, you were never meant for the throne, yet after a series of accidents, your mother, the last of the Archibaldys dynasty, suddenly found herself on the throne. Now, after her death, you are the Crowned King of the greatest Urban Megahub in the quadrant: Nevo Koronn, the Grey City. Trillions live in the everlasting thicket of concrete that is the city. As you stand on the balcony of one of your palaces, looking out on the eternal cities and the Garden Moon of Sofia above, you wonder what your first action as a king will be.

The Sky districts it shall be. Life itself is a cause for celebration there, but today, on both the last day of the year and the day of your coronation, everyone will be celebrating thrice as much. After informing your castellan you wish to attend the celebrations in High Vega, your lavish Transplanetary ship is prepared and the media is informed of your arrival. A small entourage is summoned, consisting of several of your advisors, some younger courtiers and the two sons of the Duke of High Vega himself. Though the district is located at the other side of the city, and thus the other side of the planet, your Transplantary gets you there within twenty minutes. Once at the scene, you are greeted by the bright lights of the districts, accompanied by the flashing of dozens of cameras, and hundreds of cheering onlookers. Instead of heading to the port, your pilot lands in the middle of the Grand Square. As you step out into the masses you are engulfed with a sea of valuable gifts, donations of the elite celebrating the ascension of the first Malagrange, a family that gained its prominence in districts like these. Your staff hurries to collect these gifts, as you shake hands and pose for photographs with the children of your most prominent citizens. After a while of this, you request the masses to disperse and celebrate, as you will join them in their celebration. Yet, in this unending heaven of pleasure, there are a thousand places to visit. Where shall you go?

A: L'Ambassade Blanche, the home of true socialites, where the elite comes to engorge themselves, connect with new folk and forge formidable deals
B: Club Aphrodisiac, where love-seeking bachelors and bachelorettes come to enjoy contemporary music, exquisite food, and most importantly, each other.
C: Arena, where the crème de la crème comes to enjoy a variety of sports such as drone races, neo-gladiatorianism, battle poetry and ancient Terran sports.
D: Deeper into the city, descending some 20 miles towards Low Vega, where the less reputable come to make merry.

"descending some 20 miles" – The narration implies an open air landing. I would think that either the atmosphere at the top is too thin to breathe or you need pressure suits at the bottom. Much as I love megatowers, a mile is a long distance when measured vertically. On Earth, sea level to the tops of the highest mountains is only 5-6 miles; 4 is about the highest people regularly live and that only with acclimation. Unless of course, 20 is the distance across all the various ramps and connections and not straight down.

Nevo Koronn on average is covered in a layer of 500 to 2000 metres of city. The surface is exposed to the open air, but most of the lower layers consist of pressurized structures. Expensive to maintain, but necessary to keep the people from flocking towards the banners of your neighbours. Low Vega, however, is quite the exception, as it is situated in the planet's equivalent of the Mariana Trench, a large crevice in the ocean. The entire 20 miles are not completely filled with construction, as the floating layer of High Vega is followed by miles of underwater elevators before Low Vega begins.

So you do need pressure suits to go outside in Low Vega. 

I'm pretty soft on how much science I demand from my science fiction, but on the occasions I do notice something insufficiently explained I get antsy.
