This guy doesn't give a fuck. He has a cape, some underpants arrangement, and two brass rings he probably tore off a building. I'd say he's a LVL 1 character on a suicide run but look at his brow. There is will to power.

NullForceOmega is right. However, in CDDA this guy would inevitably have frostbite on his exposed mouth and head, slowing him down so much he is run over by his own airship.

Is this an angel? The wiki doesn't know. There is no reason Angel Armor couldn't look like a turtle dude. But why would a Concordant-style angel hang with this wanting crew? It might just be a Kappa-themed servant but that would be insanely boring.

So ah, all those nails in 1.  Wonder if they have any relationship to the nails stuck into Jagganoth?  1 doesn't seem to have any self-flagellation theme to her that would explain the nails, unless perhaps she's guilty about trying to kill Mammon in the past.

Edit: on reflection, the Priests of the Count totally have a self-flaggelation theme.  But still, there might be a connection.  It certainly seems to be a motif, especially since AFAIK no group in real life uses nails as piercings (and its not terribly practical).
