Think of it this way, 2 swords take 1 Imp to produce. If one I'll working in the forage produces 1 sword a turn, we have made his cost back by the time the actual game starts. This piece time that we have right now is the only time we can do this without losing out on troops on the front line. The sooner we set this up, the better.

This is probably too much complexity to maintain with such a disparate group of people... Also it is sort of random and me just going with whatever felt interesting, so it isn't any great step forward in democracy. If we wanted that then people have already invented preferential voting...

Dark Foundry
Industry is the foundation of an empire, and the foundry is the foundation of our industry. A sprawl of blasting furnaces and casting moulds built in our home plane. Being located in the lower plane eliminates the need for huge resource drains to keep the forages active as well.  The imps are ideal workers for this with their resistance to fire and strength, and can be stationed here to build weapons and armor for war. At it's conception, the foundry is only made to produce mundane weapons and armor. Magical items are still left to us as gods to create. These dark furnaces are the seed from which our terrible empire shall grow.

Well, anyways, a number of votes equal to the number of actions remaining does let people vote for all of the things that they want by the end of the turn. So you can vote for a frontline+backline+home-front thing all at once without thinking "oh deary me my, it would appear that folk are now voting for a frontliner. If I vote for the pogohedgehog that I am desperate for, then the decision on the frontline unit that we build this turn will go by without my imput, but the pogoheddgehog is the most wonderful thing in the world, I simply couldn't vote for anything else before it!" and feeling like you missed your chance. So imma vote for three things now, but if that doesn't work for folk then I guess my primary vote is for... the Doomroach or scremipede! Gotta go fast!

Is the G.M. willing to decode if things are revisions or designs, because, like, meh, imma so lazy...? Stuff it, Imma put in what I think fir my stuff...

the dark foundry is very similar to the shadow forge, but explained better and intended make a variety of mundane equipment rather than our special magic stuff.

I guess I'll throw my vote in with the foundry.

Under the system that I proposed, you can only vote once for each thing. Voting for three different things is an option though.
