I figured it's better than nothing, but I did forget about the Earth Ears. I can swap that line for something about nasty weather behind enemy lines acting as sabotage to their war effort or drop it to focus on lasers?

The Stormcaller Circle
Our best and brightest in the Black Chamber can do a great many things, but the things they can do with electricity are astonishing. Electricity naturally courses through every human body, and joining that current to another provides an astonishingly good grasp on the Astral threads needed to control it. Once demonstrated as a consistent ability, we worked to amplify it, looping in more power at a time. The field-ready application is a large number of Bio-Paste Reactors bonded to a group of SEEMs, themselves bonded to eachother, which feed an array of Tesla rods to send the electricity into the air. Once dispersed, the group is able to use their bonded electricity to shape the weather, pulling up water from the oceans to form clouds, dragging the clouds about to create wind and so forth. It can be hard to tell what exactly the group is focusing on doing, and the group has become rather distant, but they do take orders.

The most obvious use for their talents is inhibiting Mereth's laser weapons and intelligence gathering with thunderstorms and fog banks, allowing our shorter range and more adaptable tactics to excel.

What is it like to be one with the weather? To not feebly try to manipulate it to your whims or to attempt to predict what it might do? What is it like to be a part of one of the greatest natural processes on Earth, taking up the entirety of the glove? What is it like to be able to hold the entire continent in the grasp of your hand? What is it like, to be in the Stormcaller Circle?

A towering building next to the Hub houses the SEEMs that make up the Stormcaller Circle. They take shifts, allowing the Necrostate and us some control over them without the circle getting too ambitious. The tesla projectors that enable the circle to manipulate the weather create the effect of a giant beam of light going up into the sky constantly, gathering clouds next to it with arcs of electricity flinging from water droplet to drop. Luckily it isn't really that bright and its "density" makes traversing through it -- even in a modern vehicle -- no challenge whatsoever.

Stormcalling is, unsurprisingly, a tough task. We've extended electrical "tendrils" of control throughout the sky of our continent using the Tesla Projectors (to the point where you can occasionally see a visible arc of Tesla-borne electricity flick across the sky from anywhere, even Mereth) but pulling and pushing these tendrils requires a great deal of Astral Energy. Generally, Stormcallers work to keep their tendrils' grasps steady, and to prepare for when they're called.
But actually creating large-enough-scale weather events to influence the field, that's a whole different story. The Stormcallers have to expend all their Astral energy and the tendrils themselves in this process, giving a very long time between Storms; after each Storm, the Circle must reach out the tendrils over the continent once more and prepare for another Storm.

Micromanipulation of the storm is impossible given the lack of, well, dexterity in the tendrils and general energy cost, so we have the advantage of preparation and the ability to choose the Storm best for us. Once per season, in the Combat or (preferably) Revision phase, the Bureau may vote on what orders to send to the Stormcaller Circle: what single theatre to impact, and what weather phenomenon to summon there.

You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

Electrokinetic Specialization
As our SEEMs have proven capable of manipulating the lightning in the clouds now swirling over Aratam, it has become even more apparent we should exploit this ability. Once a SEEM is rotated out of The Stormcaller Circle they are subjected to further sensory deprivation and Astral exposure in an effort to refocus them on their new Electrokinetic abilities. Those who are not rotated back into The Stormcaller Circle (with a greater range of power and control) are deployed to the battlefield to utilize their Electrokinesis.


Tesla Rifle - Enhanced Performance
By utilizing our expanded experience with electrical systems, we've opted to revisit an old favorite: the Tesla Rifle. We have upgraded the Lightning Rod chamber with better mixtures of recombinated materials, and as a result have reduced charging time and power drain from the battery. The chance of an explosive backfire from a Lvl. 4 shot is also heavily reduced.

It's 3:30 am so the writeups are bare but here's two ideas to get conversation started.

Black AMSC: The Black “Anti-Mech Shaped Charge” as referred because all the shells are tinted black, takes the element of the explosives shaped charges that are in most MBTs that are being fielded, the electromagnetic cannon fires through a smoothbore that holds all those fancy magnets, the warhead functions by having the explosive charge that replaces the giant tungsten projectile, allows when the explosive shell when it hits it target to collapse a metal liner inside the warhead to form a high-velocity polymer jet of liquid metal. This concentrated liquid metal jet is capable of penetrating armor steel of even composite layers to a depth of even seven or more times the diameter of what the bullet would without being refined, and because walkers have precious leg-points it will render them immobilized when their shot by this or the pilot isn’t going to have a good day when this thing hits them, and the inclusion of a explosive charge to the Glaive main gun will provide it with the power known effect of firing a 120mm explosive at you or your position anyways.

This will be applied to all Glaives by replacing their main cannon with the new electromagnetic smoothbore and the AMSC shells.

The Inter-Outlook program

The Astral Energy between the Storm-Callers Electro-tentacles, the Astral Realm itself, and our operators in the field are connected, in the lightning-thin transitionary space between  the Home-Reality and Alternative Realities such as the Astral realm. When their mind-voices were murdered in the deprivation tanks, they were thrust into the Astral Realm. The same is done when our Storm-Callers call  a storm, with a slightly modified production of Electrolytic Tendrils. Astral Energy with a sort of pseudo-intelligence is forced from its alternative reality into ours.

This horrifying event has some unique opportunities.

the combined energy is roughly equivalent to about a 1,000 to 10,000 "dumb" people dying at once, concentrated in astral energy over where electrolytic tendrils are present.

Before, and directly after a Storm Event occurs, our forces will have an enhanced ability, as thousands upon thousands of false minds are thrust into our reality, to scream in torment before being extinguished as their mind is ripped into shreds, forced to become an energy that "bounces" around, soaking the living with Astral Energy for perceptive persons to see.

GoldenEye and SEEM Abilities are expected to increase before, during, and after a storm event, until the energy settles back into the Astral Realm and is sucked into the Vacuum.

HEI Smoothbore: The Glaive is not like modern tanks that are in development with the lack of development in explosive shells not being launched from its 120mm cannon, than therefore the development of an applying the magnetic technology that takes electrical charge and propels, the explosive shell utilizing high-explosive shell and combine the incendiary technology from the Red Skies where the shaped charge secretes the SynthOil incendiary chemical into the mechanized structure and ignited causing the target of the shell to burn from “‘napalm”-lite shell very effectively, and the shell is still a high-explosive that is effective against infantry and soft targets. The cannon magnets still remain it just evolved into an electromagnetic smoothbore.

Revision: Thermal Penetrator Bullets

From here on all solid slug bullets manufactured in Atatam will be produced from a metallically recombinated thermite mixture. This bonded mixture of aluminum and oxidized iron will form a solid magnetic bullet similar to old solid slugs, but when ignited from the magnetic pressure of firing will rapidly reach extreme temperatures of thousands of degrees, significantly increasing stopping power against all targets. Mass production is to begin immediately.
