Night surrounds the mysterious complex as you and the others in the R&D team are brought in. You barely catch a glimpse of this night, as your blindfold comes off just before your vehicle enters the complex.
You and the others are escorted into the central planning room, where most of the agency's operations will be run. Before you arrive at that room, you think you catch a glimpse of the previous members of the R&D team locked and secured in an interrogation chamber. You are welcomed with a strangely warm greeting once inside the room.

Welcome to Astria's best hope for the future! It is your job to develop the tactics and technology needed by our stalwart operatives to beat back the Merkane menace once and for all. The last, less-performing, team has been taken care of leaving you and your compatriots the full resources of the agency!
Perhaps you should start by finding some method to deal with Merkan's more subtle ways. We're quite proud of our fine Astrian weaponry, but it doesn't help when we can't find the damn Merkans to shoot at in the first place! Remember that both Offense and Defense matter here; taking control of parts of a company doesn't matter if we let enemy operatives waltz in and take it back from under our noses.  But also something to consider while you work on your first Design is the name of the agency. "Untitled Espionage Agency" isn't exactly that intimidating to our enemies, after all.

You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

New Skill : Sneaking

Instead of using Intimidation to try to force their way into a location, Operatives using Sneaking will look for unguarded, unwatched entrances and attempt to use those, or use cunning disguises like pretending to be the Pizza delivery person, a janitor, or perhaps someone who is walking intently with a clipboard while wearing appropriate looking clothing to sneak into the location without being detected or leaving signs of their presence. They'll also lie a lot if anyone asks them any questions.

Edit : As for name... hum. Perhaps K.unning O.peratives S.erving M.asterfully I.n C.lashes, or KOSMIC for short.

...Yah, if anyone else wants to make a suggestion they'd probably be welcomed too. Though I do think that Kosmic is a cool name...

They'll also lie a lot if anyone asks them any questions.

Skill Design: Sneaking

Disguises are simple yet effective.

By having operatives in the field before the main operation, we can find disguises likely to work. These disguises can then be purchased, intercepted, or manufactured and given to our operatives to allow them to pass through security easily. Operatives in disguises will easily pass without scrutiny and we believe that disguised agents can even go unnoticed by Merkanian operatives.
Our agents are also given a very quick lesson on how to behave appropriately with their disguise. An agent disguised as a delivery person will attempt to talk as if they were a delivery person, mimicking an accent and any mannerisms that one would expect of a delivery person.

This works great for generally avoiding detection, but any places with particularly high security will easily notice this disguise. A delivery person disguise doesn't help when they have a very specific list of deliveries to expect. Janitor doesn't work when they aren't expecting one. While Sneaking works tremendously for avoiding passive detection, our operatives will be found out if someone is actively looking for deception. This is just a consequence of the way we went around designing this Skill.

Unfortunately, we haven't found a way to deal with weaponry or really any tech. Any operatives that utilize Sneaking will have to go in void of any tech not very specifically designed to be very easily concealable. This can put a hamper on operations using this Skill as our operatives will be left without any tools to bypass higher-security checkpoints.

As disguises are cheap and we don't have to teach our agents much about the simple roles they're expected to perform, Sneaking is Cheap.

Tech: Modified body armour

Use sleeker, lighter materials, but with special focus on vital areas ( centre of mass, groin, etc. ), in order to create a more subtle, concealable body armour that still protects the most important parts of an operative's body.


Skill: Modified Memorise Orders

Captured operatives will, amazingly, NOT tell people the details of their mission, even when pressed very forcefully by enemy agents.

B-R1940: This modified A-R1940 is much smaller and more easily concealed. Basically a squat version of the original, this model can easily be concealed and used in tight quarters without loosing too much in the way of firepower or accuracy.

Ambush: A modified version of sneak, combined with intimidation. Instead of waving guns around and using loud words, our agents can simply roll up in disguises and shoot their way in. Much less dramatic and less time for the other guys to aim.

You know, that Ambush tech isn't very Ambush like, it's all about making an attack, not shooting people who think they are attacking. It should really be called Forceful Break In or something like that if we want to be accurate. Anyway, voting to train our people to not talk when they get captured seems to be the most important easy low hanging fruit suggested so far, so that's what I'm gonna vote for.

Just remember that we have two revisions; one for skills and one for tech. Anyway, a little proposal for the body armour.

Widespread Body Armour
The biggest problem with our body armour is that not all our operatives can use it, by dint of there not being enough of the armour for everyone. By working out how to ensure the production is more efficient we can make Merkan raids far more difficult.

I'm down to go for the Anti-interigation memory revision. You're totally right, the ambush isn't really that ambusy.

I stand by the tech revision though. We're an espionage department and put only gun is described as "very obvious".

Well, a not obvious gun or such would be a design; a carbine isn't going to help offensively. Better/cheaper body armour would help immensely in ops though, especially so on the defensive.

The point was to revise the gun we have to be less obvious and more easily concealed. Not sure we need to design a new gun from scratch for that.

I think new body armor could be put off a turn really. We just got disguises, so not all of our agents are going to be able to use the body armor anyways as it's bulky and difficult to conceal.

If we want to make the guns less blatantly obvious, personally I'd suggest revising a silencer for them. Carbine or full powered rifle, if we pull them out in a city people are gonna stare, but if we can keep everyone within ten blocks from hearing the firefight that'd give us longer to shoot people before anyone we have to run away from shows up. But honestly I feel 'more stealthy offensive' with a revision from what we currently have is a pipe dream, neither our tactics or gear is remotely set up for it. If we want a stealthy gun we should use a proper design action for it, to make a proper carbine with features like 'starts with a silencer' and 'was designed so we can take it apart to smuggle it around' and so on.

But what I'd really like to research next turn is some sort of wire tap device, honestly. And then we can upgrade Sneaking around to include 'and when we hear that they've called someone in, we can hit that guy over the head and send our own person in instead' with that turn's revision.
