Flak Armor
Efficacy: 6 Cost: 6 Bugs: 4
With no reliable way to manufacture nor connections needed to steal military-grade flak armour, this was an incredibly difficult project, yet the researchers assigned to it bore forward with utter panachè. The new flak armour is as tough as professionally made gear which the PDF use, with almost no increase in cost.
It does have some minor issues in bulk, slowing troops down slightly whilst wearing it, but these have been waved off as a minor bump on what is otherwise a flawless success. The equipment will do a fine job of protecting our troops from weaker mundane weapons, which will only increase in efficacy as better methods of procuring military equipment come into being.

Flak Armor: 2 military equipment or 3 civilian equipment each.

Alpha Legion:
Efficacy: 1 Cost: 1 Bugs: 6
Contacting a new Space Marine legion is an incredibly daunting task, a large leap without a better form of communications to secretly reach outside the hive or a way of summoning them from the warp despite their difficulty to find and unaligned nature. A few attempts to summon them by the possible names and credos you know of them result in the partial summoning of a malformed chaos hydra which collapses amid screams and fire, but no marines appear.
It may be possible to track them down, elusive as they are, but it will take much additional attention and possibly other forms of prerequisite research.

Well shit, okay getting the attention of the alpha legion didn't go so well, though we didn't fuck that up. But hey, three sixes this turn and two of them on the flak arour. Our cultists will love that extra protection especially since we can use it everywhere. We win in melee against theirs simply because ours do not die first.

But that being said, given the apparent importance on infiltration going undivided would've been the smart choice.

Well, we should focus our revisions on void. By invoking the power of null directly we will be able to invoke the warp to bring about nothing, thus ensuring that absence reign unopposed.

Any thoughts on strategy? Do we want to try doing a no-marines run until we get the horrible horrible disaster of a failed design repeated? Does anyone have the inclination to do the maths for our troop purchases?

You're thinking in tropes, Taricus. Pushing for the choice that was won't help you.
Do you think that Tzeentch the master of plans and architect of fate wouldn't have a few things to offer regarding subterfuge? Why wouldn't there be a renegade chapter out there somewhere who specialise in much the same thing?

Not tropes, just the starting cult bonuses. Besides, given how infiltration is a thing we need to get really good gear by virtue of getting someone that has the skills and ability to produce said equipment.

And sure, Tzeentch could have plans, I mean he is practically the god of scheming and conniving but there isn't anyone on the same level as the alpha legion when it comes to sneaking about and making the inquisition's life hell regarding cults and the like.

Anyway, regarding strategy we'll need more that a few cultists, and as space marines are pretty expensive and noticeable going full cultist would be a good idea for now. @Tack do the heavy stubbers need both civ and miliatary goods or just one of the two?

TURN 1 PURCHASES
-8x Cultists W/Flak armour, Autoguns & Heavy Stubber: 80 Military Equipment, 144 Civilian Equipment, 40 Manpower
-11x Cultists: 55 Manpower, 55 Civilian Equipment
-2x Goliath Trucks: 60 Civilian Equipment, 20 Military equipment
-2x Chaos Space Marines: 40 Manpower, 50 Military Equipment, 40 Civilian Equipment

Total Resource Cost:
135 Manpower, 299 Civilian Equipment, 150 Military Equipment

So you are suggesting we field 11 unarmed cultists? Its a given that the marines will come with bolters but I would say the cultists needs at least a weapon each.

The cultists that are unarmed are more for rear-line work AKA proselytising, factory workers etc.

What are our options for using joy and kitties on the upper levels? Is there any joy that that can be used at a distance without setting anything off? What about kitties that can go unnoticed? Could we use joy to make people better at spying? Can kitties avoid notice by sitting on people's heads? Perhaps some sort of predictive joy that could be used to see what will happen to something when it goes topside while it is still downunder? Are there any kitties that are just difficult to detect?

Perhaps we could try for some sort of "plots within plots" grand design that tries to bring about some specific state of affairs...

Alright, noted. Good thing the genestealers have revisions to do :P

As for a grand design, given the rather... lacklustre effort we had with the Alpha legion this turn, I'm thinking we need a grand design there.

It would be a grand design to improve your summoning or communications.
Past that, many new little designs get a lot easier.
