The problem with democracy is that we have to keep track of the votes. Between the apparent corruption in the training camps and the lack of literacy we really do not have the ability to support democratic institutions.

You should settle on a government proposal by the end of the turn.  It's fine to submit it now, or by the end of the Strategy Phase.  It won't take effect until next turn either way.

Probably best to leave it as a running vote until either then or something enters the lead in a very decisive manner.

I sort of like Taricus', but think saying "a country leader can't be the monarch" is about silly, as any other person chosen to be the monarch would still be someone of a country.

Unless of course we constitutionally write in that the monarch has to be formerly of the purged city, so we know where his focus is at.

Well, it's more separation to ensure that the councillors have manageable workloads and don't consolidate too much council power. Court would probably a flying court or holed up somewhere else temporarily until we've purged the hive.

Design: Standing Army  [Effectiveness: 3] [Cost: 5] [Bugs: 2]

The transition from volunteer militia to professional army is not an untroubled one, nor swift.  The formation of standing armies places much power in the hands of the delighted strategoi, who are able to build stable, loyal power bases, while the perikoi grow concerned, not least because honour and glory are taken from their volunteer forces and passed into the hands of permanent soldiers.  Orators declaim the transition from a free force of patriotic men and women to a band of mercenaries, fighting for coin instead of honour.  These rabblerousers stoke the fires of discontent between the citizens and the emerging military class.

That said, the results are momentous.  Each city-state now has a set number of troops it must supply, as well as a certain amount of expense it is expected to field for equipment and training.  Citizen 'volunteers' are no longer accepted unless they are of a fit standard to apply, cutting down on the chaff being sent to the front, and those that are accepted are subject to full time soldiering and drilling to get them up to speed.  The system is not perfect; although standards are being applied, adherence is variable between city states.  Some send small groups of highly-trained and well-equipped hoplites; some try and fill their quota with helot levies.  Each city is responsible for recruitment and training, and they are still conservative in how much they commit to the army.  Even so, we can expect both a major increase in the quality of troops committed to the fronts and a major drop in helot 'volunteers' from the citizen militas.

The downside to all of this is that we are seriously disrupting the established social order with full time, professional soldiers.  A few of the strategoi may look upon this as a prime opportunity to better their station through bribes and intimidation, and many more perikoi will fear them doing just that.  Tensions have been raised, and this unrest is felt throughout the League - and may lead to divided loyalties on the battlefield.

At least this mostly worked...

So, a revision or save the dice for more wood and boat redistribution?

(Question Iituem: Would redistributing the Fleet's reinforcement rates (Say, 50/50 to 2 and 3, leaving 1 with only what it has), sending Fleet 1's excess transports to another Fleet, and potentially sending Kroton's forces towards Front 3, all be possible with a single dice?)

Probably the dice. Mind, given that magic completely rewires the human brain to some extent I don't think a magocracy is a good idea; Odds are they end up going insane.

That, and we don't have any mages for a magocracy.

Promotion by merit
We have soldiers who are easily gifted at leading, yet come from landless holdings, whilst some wildly incompetent strategoi are able to rest on their laurels, fat and complacent in their rank.
A simple yet earthshaking bit of beaurocracy allows officers to recommend certain gifted infantrymen for promotion to leadership based on the qualities they've shown both in training and on the field. This recommendation requires review and approval, of course, in order to stem corruption and nepotism in the ranks.
However, with up comes down, and no incompetent commander gaining a track list of poor mistakes and bloody battles will see them hold their position for long.

Transfer Requests
With the responsibility of a professional soldier comes certain rights, and one such is the ability to request transferral. These will require approval from the brass, of course, but it will allow natural warriors of perhaps more humble origins to be allowed to undergo Hoplite or even Aphrokemae training, if their level of skill and fitness prove equal to the task, whilst large amounts of transfer requests out of certain companies and transfer requests to certain companies may help pinpoint corruption, abuse or neglect in commanders.

Mmm... sure, let's say yes.  It's all one action (changing reinforcement proportions and direction), so one die is fine.

Well, great. Anyway, if we could possibly save one die for next turn, we could do a very large reform with two designs to get us a
solid military basis (And allow us to explore magic as a force multiplier).

Anyway, I'd propose this for NEXT TURN'S DESIGN:
Cutting Corruption: Military Meritocracy
Corrupt practices are rapidly becoming the bane of our nation. By revamping the entire military's officer structure and training system, displacing the strategoi and instead giving positions according to ability, we can permanently kill corruption. The strongest and most articulate soldiers will be retained to train new soldiers, while those with sound grasps of tactics will be sent to the front as low-level officers. Strategically minded men will be promoted to officer ranks after stringent tests of morality, while the mathematically gifted will be shifted into logistics positions (Again with tests for morality and substantial oversight from citizen commities) to feed, clothe, equip, and move the army more effectively.
