There is another issue we need to address this phase. The skiff production line. We should stop producing Natalies and switch back to baseline skiffs. Why? Several reasons.
With the number of Vipers to the number of Natalies we produce (3 to 1), most or all of our Natalies will be in a scouting role, scouting for groups of Vipers. Actual combat performance does not matter in this scouting role, a baseline skiff is just as effective at scouting as a Natalie (as evidenced by the long and very effective service of One-Eyed Will).
Our Natalies are not effective or needed against Wreth skiffs anymore, they serve no purpose as a primary combat vessel. We produce Natalies at half the rate they produce their skiffs so ours cannot compete evenly with Wreth's. We produce enough Vipers with good enough turrets that they don't need skiff support anymore.
It is stupid to waste the majority or our royal topaz production on a ship that doesn't serve a primary combat role anymore and isn't effective against their ships. If we stop producing Natalies we can afford to make a lot more topaz equipment for vipers and marine squads, and are much more likely to get the really good stuff like topaz lance cannons.
In the future, when we have better scouting and communication equipment we can make a dedicated scouting skiff pattern. Until then we should switch to the baseline skiff pattern.
Switch from 2d4-2 (average 3) topaz items to 2d6+2d4+1 (average 13) items.
The switch needs to happen now because we roll for topaz during the revision phase.
