That's a great piece, but it says more about us than about you
We want some culture, damn it!

Still, it warrants something less silly from us.

Of course we have culture. The Bureau of Culture ensures it.

So, production lines, kind of a black box, right? Filled with all sorts of soft matter calculations that make things painful to try and extrapolate. However, due to recent requests, I'm going to provide with a couple tricks to ballpark how much of an effect a change in a design will have. It's by no means an exact science, but it should at least let you get you an idea.

Now, for the first part, we need to work out the relative values of each resource. This is what allows us to eyeball an exchange rate between various resources, and is dependent on yearly production.

For the purposes of the examples, we're going to be using your theoretical production with all 'home' spires producing resources. This gives,

13/y Crystal
17/y Ore
19/y Wood
10/y Silk

With a total of 59/y. To get the relative value of a resource, divide by the individual value by the sum and take the reciprocal. So the above resources convert to:

1/(13/59) = 4.53  Crystal
1/(17/59) = 3.47 Ore
1/(19/59) = 3.10 Wood
1/(10/59) = 5.9 Silk

These numbers have no intrinsic relevance, but can be used to score the relative expense of a design. So, for instance, lets take the basic skyskiff. One Skyskiff on the baseline production pattern costs,

9 crystal = (9*4.53) = 40.77
6 ore = (6*3.47) = 20.82
5 wood =  (5*3.10) = 15.5
4 silk =  (4*5.9) = 23.6
Sum =  100.69

So, the base production plan has about 200 units of early production, and about 1000 units of overall production. With this calculation firmly in hand (It looks mostly right, I haven't actually double checked the numbers) we can start to make extrapolations. For instance, what would happen if we added a third gun to the skiff? (To hell with how) That would add one ore and one crystal, which would add an effective 8 production units.

The production per year works out to 200/108 = 1.85
The production overall works out to to five times that, or 9.25.

One could say that 1.85 is close enough to 2 that it makes no difference, but you'd be breaking a key rule: Only make conservative assumptions.  ALWAYS round down when you're looking at results. That probably won't be conservative enough, but it should curb some disappointment.

Now, consider a new vessel, its costs extrapolated from the original starting corvette that got cut from the first version of this game.

18 C = 81.54
12 O = 41.64
15 W = 46.5
8 S = 47.12
Sum = 216.8
((I just realized that the resource system can go by the COWS acronym. Ooops.))

It costs just more than double what a single Skiff does, which means you're going to be producing less than 1 per turn. Since I don't do fractional production, that means that a production rate of 200/216 (0.92) will get effectively cut to 0.5, or production every other turn. The max number that can be fielded likewise plummets, 1000/216 = 4.62, or overall 4. So, in the best case scenario, you can expect to get 1 of these corvettes every two turns, and produce up to a max of four.

That concludes the bulk of the exercise, but remember...

The Above Calculations Are Assuming Lossless Transition of Resources: This will only happen reliably on a five or a six when making a new pattern. For lower numbers, it depends on the exact cost values and how proven the technology is. People aren't nearly as willing to back unproven technology.

All These Numbers Are Soft: This is an estimation tool, a way to see how your resources would turn out in the best case scenario. The numbers actual numbers can always be worse, and will very rarely be better.

Do you though? But alas, due to the asymmetrical combat reports, the only one who should know the answer to that for certain is Draignean. And I feel he won't reveal it to the rest of us.

Unless you have something to share, that is?
