Okay last bit of information and creation steps before we start!
Leaders: Leaders are the ones who direct the course of the Randiri Nation. The heads of the departments of the Randiri form the Council. The Council works to fulfill the will of the President. Other leaders include senators (npcs) who represent the civilian population.
Leaders give directions for their departments. They can split their forces into multiple task groups, though if not lead by a PC those task groups are unlikely to perform as well. Leaders also request the Quartermaster for resources and personnel. Leaders can also go on missions themselves, though cannot participate in votes or Council while they are deployed (unless they are able to communicate back).
Quartermaster: Helps organize the fleet resources and parcels them out to various departments. Also is responsible for assigning personnel to various departments.

Interstellar Credits are the galaxy wide standard for large scale commerce, with each one being worth millions to billions of local currencies.
Most purchases are worth far less than a IC, and transactions and trades worth less than that are hand waved away. Generally, only ships and advanced vehicles cost IC. A fighter costs about 1 IC, Frigates cost about 10, a Cruiser costs about 25.
The Randiri nation has about 20 IC in circulation. To acquire good, you need to match the modifiers for the item to current IC.
For example, laser rifles are a common item. This leaves -20, so you have 40 points of room for upgrades. So you could get up to 250,000 laser rifles. OR you could get 50,000 better quality rifles, or you could get 10 of the best quality rifles.
I don’t have a real list of stuff yet, but if you make a list of suggested items, and perhaps their availability of what you want I can do that.
You can only do one item per trading mission, or turn. The number of items depend on the cargo ships you send.
Well I think the only thing left is to pick your personal ships. I think the research team will share a ship, as will the Diplo Corps and Skyjumpers. Navy and Night Raiders can get personal ships they command.
Civilian Ships:
Freighter: Lots of space, great for transporting cargo. Generally poorly armed and armored.
Passenger Liner: Can hold many people. Very comfortable accommodations. Usually fast, but poorly armed and armored.
Survey Craft: Small ship with strong sensors. Very fast.
Frigate: adapted for other uses outside the military, can be equiped for cargo, or diplomatic missions.

Military:
Battlecruiser: Large ship, very well armed and armored.
Carrier: Holds a large number of fighter craft, but often poorly armed itself.
Cruiser: Not as heavily armed or armored as battle cruiser, but is often faster.
Frigate: Escort ships for the ships of the line, fast and manuverable.
Raider: Often adapted for lightening fast attacks. Well armed for its size, but lacking in defenses.
