Even if we find money elsewhere, we should still take and pay off a loan to the dwarves. We want strong relations with non-humans, because if we fight human surpreamist Damdamians, they might be allies.

Assuming the payment is 1 econ a year, I'm guessing we can easily balance the budget by revoking art patronage for the duration of the loan.

They detail the values for small loan* and a big loan*, which makes your Treasurer grimace; these are harsh terms.

A) "A small loan will suffice."
B) "I need all the money you can provide at the moment."
C) "Those payment plans are terrible! Let's negotiate something else!"
D) "I've decided to forego the loans, sorry!"

A should suffice. Loan will cost us only one econ overall. Assuming our trade picks back up, we can cut a costly Edict for a few years and be fine.

Wait. How old is Brynwald? Is he ruling on his own without a regent?

We should side with whoever is already in power. We need the backing of Helliste, and cannot risk pissing off whoever is in charge.

Fair enough. But if somebody is pulling the strings, and we find proof, the queen's next request will likely be troops to help purge whatever treacherous nobles are behind the scheme. We cannot afford to send troops at this time.

C is likely a better option than just ignoring this mess though. I don't know. I'm going out to a social event. Hopefully I'll know how to vote by the time I get back.

 If we go C and we succeed and then what? We take actions against his reign and create another enemy in the north, or we have to ignore it now that we no longer have plausible deniability.
And there is the chance we don't succeed, lose our agents and moon cloaks, and make another enemy in the north anyways.

Lets just ignore it now. It really doesn't concern us one way or another. Best leave well enough alone.
