The gathered nobles arise as a tumultuous mass, loudly shouting over each other that your demand is unacceptable.

The Shadowranks quickly gather around you, but of course that means ten against fifty plus some.

"The Emperor will listen to the nobility of the Empire!" They cry aloud. "If he will not, we will decidedly take the matters in our hands!"

that is true however it does show that it’s possible to have a premodern large empire

Empires are certainly possible, though in both empires cited there were often regional and local mini-dictatorships, which is what I read our nobles asking for. And in any case examples from our history don't translate into this guy rolling well. I'm reminded of our religious uprisings that ended in reform despite the emperor's repeated resistance to any notion that acknowledged the priests as a societal powerhouse; I don't have to like the manner in which the nobles made their presentation to think that reform now to bring the nobility into active government instead of this weird existence outside of it – and done under our control instead of having them dictate A to Aina at gunpoint – might get this over with and let us concentrate on growth and wealth.
