You ask the merchants to stop complaining and man up; this is the first year of the deal, and there will be profits in the future.

They talk as if you've just let them die off in a cataclysm. Their grumbling makes noblemen grumbling, and soon your whole court is loudly complaining that you are putting Methaint on the course toward economic ruin.
People get somewhat angry, and your authority scores a hit.
1212 AD, Midwinter
And speaking of Emperor's authority...
The council of nobles has convened and you were called in because they have a single, very simple, thing to discuss with you. It seems that they're worried - Cydwyllians mostly - that the interests of the Emperor might
not exactly be overlapping with interests of Methiant-Cydwyl and its subjects. Many of the elder statesmen are even considering whether someone as young as you is capable of keeping power in your hands altogether.
"We must ask your Majesty to delegate some political power to the provinces and the administrators." One of the most prominent noblemen, Tamand Óires, speaks for the council. "It is obvious that the amount of territory to govern, fulfilling the needs of people of the Empire, and maintaining diplomatic ties with our neighbours, and issueing new laws, is not exactly a job for just one person."
Some noblemen argue that new Duchies must be created to allow local leader some autonomy; others, however, drawing an example from Damdamians, are considering whether it would be prudent to create a new council - Council of Lords - which would be taken many administrative burdens, mostly pertaining to economy, edicts and laws of the Empire, upon their shoulders, leaving the Emperor to simply approve or veto their decisions most of the time, as well as have the royal family concentrate on maintaining ties with other dynasties and direct the foreign policy of the nation.
A) Agreed, some new autonomous Duchies will be created, and I will pray that their subjects will be blessed with skilled and trustworthy leaders.
B)
THE EMPEROR IS THE EMPIRE! Noblemen have no rights to interfere with our, divinely ordained, rule over Methiant-Cydwyl and its peoples! It's about time I deal with you, traitors!
!C) Now what is this talk? Friends, this smells of treason, and I'm sure y'all overreacting. Let me explain...
D) Fine, I guess it is time for some republicanism to be introduced. I will delegate some of my political powers to the Council of Lords.
