I don't think we should 'pay' by outright fighting them outnumbered in a crowded room (red exclamation point and all) in the questionable expectation of perpetuating a semi-absolute monarchy (we already have Bureaucrats and Statesmen) while our nation has more than doubled in size since the last serious reforms.

"Damdamian" model or no, I expect that establishing a Council of Lords will give the current group of independent-minded nobles an investment in our central bureaucracy while re-scaling our own duties to better match the size of our empire. This is integrating them, and also innovating.
