I think you are referring to our Trade Commissioner proposing new regulations to favor Methiantese and tax foreigners, the very opposite of an open market. (Thus our complaint that he came in while the ink was still drying on our agreement lowering the barriers to Rucusian merchants.) To get an open market we basically have to repeal the Commission, since its vision statement is to seek favorable conditions for our guys.
