The Prom has a bit too many special ammos for one design phase. Its a bit late at night to write up a concrete rule change, but in general you could make the design with the explosive and buckshot ammunition just fine. The rest would need to be separate ammunition. This doesn't apply to things like the Lodestone, were the special ammunition is what is getting all the attention.

As a quick explanation of special ammunition rules: Basically they act like a separate piece of equipment. You don't run out of them and there is no "bullet counting", but they can only equip one soldier at a time. A soldier can carry multiple special ammunition at once, and switch between them as needed.

That's fair, and in this case I'm gonna slightly alter my vote...

I think everyone gets one solid vote, with two half votes, its really ill-effective. If you particularly care, just vote for the single vote system.

Because I think half votes can just be expressed in discussion in the forum, declaring you lean one way or the other, and in the end considering the amount of people we have running around in this thread as well as for simplicity's sake, the single vote system will probably serve us just fine.

Searching through the thread trying to figure out people's leanings is waaaaaaay more complicated than half-votes.

Also note that because it is just us, and not the G.M., the "how to vote" vote does not expire with the "next proposal" vote. I figure give it at least a full voting cycle for everyone to weigh in...

I think everyone gets one solid vote, with two half votes, its really ill-effective
I don't suppose that you could provide some sort of example with which to illustrate how it is "ill-effective"?

There has been some disagreement in how the voting should work, but in either case the SD1 "Oversight" scanner won the vote!

SD1 "Oversight"
A basic handheld device with a small monitor attached to it. The device uses a combination of radar, infrared, and other techniques to locate other entities in the rough direction where it's pointed at. Anything detected shows up on the small monitor. The device is small and can be easily stored by anyone.
This device can be used by anyone and can be flicked on, improving our teams' spatial awareness at all times and keeping them from being caught unaware. It's recommended that multiple people get it to provide redundancy, but otherwise one person can operate the device while the rest have their weapons equipped, and the device can easily be stowed if needed.

Effectiveness: 1-Very Low
Cost: 4-Medium (20R/Unit)
Complications: 7- High. Fragile, Weather Weak

The design runs into problem after problem from the start. Precisely one thing went right: the project would cost slightly less than projected. All the tools fit in the device, but it refused to play nice. Testing shows the devices to be incredibly fragile as it stands. A rough bump will knock the internals around enough to disable the device, and it is prone to breaking down whenever it feels like. Fortunately it is relatively simple to repair (at no cost). Unfortunately, its not quite simple enough to be done in field conditions. Another issue is the weather. Unusual wind or rain interferes with the sensors, preventing it from getting any meaningful readings. If all that wasn't enough, it is simply awful at getting any useful data. It works, but has a very low range-several meters. It is currently blocked by even thin obstacles, preventing it from being used practically see through or around objects.

On the bright-side, you have nowhere to go but up with this design!

Build two oversights, keep one in its box until the other breaks... It should be useful against mimics, animate corpses that are not exploiting the animate part of their existence, invisible or small opponents...

I, for one, am glad that we got those rolls on something that doesn't explode!

Equip all but two agents with carbines, the last two get an oversight and extra grenades.
