Nobody sees the magesty of the guided torpedo, so my only hope of insane toys to play with is smaller radar...

I believe that the only factors influencing TC are speed, mass, and volume. A national effort transport ought to be pretty viable. Provided that it can access enough territories at once...

This vessel is designed from the ground-up to be a national effort, and stay that way.
Considerations:
Immune to guns: at least 4 metre armour, preferably 5. See about reactive armour, wespecially around the torpedo belt, it doesn't need to completely coat the thing and we can have blast plates beteen the R.A. plates...
Speed: Note that it doesn't particularly intend to turn much, so is very long. Still, it is understood that this will not be moving quickly, just enough that it doesn't cost too many teeseas. Also note that its ridiculous size demands several down-facing propellors underneath it to prevent the back from pushing into the front too much.
Capacity: seven tee cees. This whole ship is basically a massive gesture directed towards the transport system, and it is not a nice gesture. Aim for 9 if possible.
Armaments: It is not going to be stealthy, agile, or fast. It features 3 twin-320mm turrets evenly spaced. about 4-dozen covered twin-bumblebees and innumerable triple-autocannons with light-armour shields. Also give it a radar or two for fire control...
Loading: If it spends three years loading then it won't get teeseas. curve-edged Side-hatches are lifted by deployable cranes while deack around can be similarly opend to reveal cargo-lifts derived from carrier lifts.
Large: it is large, this cannot be undersated.
Costs: somewhere is the 20-30 range of ore? Probably around 10 oil? Throw in several units of magnesium for structural reinforcements? Or just make the whole thing out of magnesium alloy...

Its main purpose is to ferry carge around a single sea-zone, hopefully covering two of the island chains. Also supporting landings, which is pretty appropriate for our national effort as we ought only need it in one place at a time. Also distracting the enemy by chugging through naval engagements without caring. And finally it can largely ignore everything that they have and building something to stop it burns an action and doesn't get them much.

I can support this plan.  It doesn't rely on the optimism of "we can catch their navy with a single ship."
It does rely upon the optimism of 4 turns with no air improvements. With the Cans secured in their ability to float, they will want to fly...

I am still very nervous about making the frame out of wood rather than aluminumn.  There is going to be a LOT of stresses on that plane - lots of tension, braking, acceleration, and cargo weight.  We can also expect it to get shot at frequently...I understand the Germans did it, and we want to cut costs, but I'm concerned our revision will be "make the frame out of aluminumn" if it doesn't roll perfectly.  You can't ensure homegenous structure in wood.

Remember also that costs have no bearing on T.C. values. There is not much point to making it cheap if it is just a transport. While converting it into a bomber would be nice, it might be best to just use the experience from making a massive transport to help design a heavy bomber from scratch, new chassis and revised engines and all...

The necessary parts will be made from aluminium. It'll be fine, probably.

Ah, but it is not only a TC plane. It is also a method of delivering materiel to the front. With a revision for massive parachutes, we may even be able to paradrop vehicles, meaning our paratroopers can do a heck of a lot more damage, and possibly even capture a port for the rest of the army to use.

I sincerely hope I'm wrong and my concerns are unfounded, but I would be remiss if I didn't mention it.  Going to wooden plane parts seems like a step back.

If we gave them parachutes then we could also give them rockets and use the parachutes as brakes. And if we give them rockets then we may as well give them wings...

We will likely never have better than a Minor Naval Disadvantage, so having air troops that aren't subject to being sunk at sea would be huge.
