But another question: There's no tech, and one can convert armies by 'mention' if the province is near water? (Still same rules apply--one whole turn used; another whole turn needed to launch into the sea)

I think I missed that because I did not aim to deploy any of my fleets in the harbor. Because it's not apparent in the rules. I read all the rules but focused on the "Navies" area where the repeated rule from the winconditions aren't copied into.
