Its possible Spicer is trying to curry favor by looking like he's doing something about the leaks.  Although considering he's just called himself out as indirectly responsible for the leaks, might backfire.

Budget proposals are being sent to the heads of departments today. Expect them all to leak. The trend seems to be cuts everywhere except defence, with a rumoured 30% cut at State and potentially deeper at EPA.

Remember that a few leaks have forced the WH to reverse course after outcry (and then Spicer crying that the leaks were fake news) so making noise about ugly numbers could do some good here.

The State Department is an Un-American upstart organization, it needs to be downsized. The president can unilaterally conduct diplomacy via Twitter now, and the US Army can enforce that diplomacy.

(I know you weren't saying that, but it indicates at least four problems with the situation.  That skin-colour=middle-eastern, that middle-eastern=muslim, that either of those things are definitive proof that they aren't themselves native-born Americans, that this is justification for shooting them, that it is ok to take your firearm to a bar when you plan to get drunk enough that you might then use it like this, and probably also that people drinking and socialising in a bar might be muslims of any kind that you might have an issue with, the complucations of motive around Orlando excepted...)

It frustrates me because god dammit of course. this man makes policy decisions like first graders decide what to eat. of course we wouldn't work on trying to make the military more efficient, no just throw more money let's see where this god damn rabbit hole goes.
