I want to have it medieval fantasy, but I can work in steampunk elements. We could be able to research technology, that works.

I am going to start this up on monday, so you have a last chance to give ideas.

I got an idea for both suggestion game and player-run ministers.

The Headless Metropolis

Essentially, the King/Queen/Whatever is dead, and all decisions are being made by a council of mostly self appointed ministers, nobles, courtiers, artists, bankers, knights, demons, priests and whatever.

They rule purely by weight of numbers, pretty much deciding all decisions by direct vote. As long as they keep making decisions, no one can come and remove them, after all.

So pretty much, if the Artist declares position A (Free college education for all the peasantry!) for support, he has to get X amount of people to agree with him. Otherwise it goes nowhere. Players have to work together, trading votes on things they want for things other people want.
