Attack it outright! We have nothing to fear.
-1 Find the poorest part of the city, and begin recruiting among them.
Attacking outright would be incredibly costly and leave us vulnerable.
Find the poorest part of the city, and have cultists infiltrate and begin recruiting among them.
Also, Send Mischa to train the magically gifted cultists in fellshore.

Bumper crop, you say?
Could we perhaps corrupt said harvest so as to make those who consume it more evil?
+1, at least near Oegorda.
Remember, smart demons do not eat their taxpayers without a very good reason.
Enter the city and start converting local beggars and other low lifes preaching about the new way that will have no poor or starving. Be sure to create at least 3 Wordbearers because we run low on those
I think this needs more details but it is the course of action I like
Mischa should train cultists of Fellshore
Kate and Mischa's catfights are too funny to have them in differnet places. On a more serious note Fellshore is our main fortress and we need it
New cult power distribution
4 Improving the labyrinth in Fellshore
4 Building wall at Fellshore
6 Recruiting cultists in small remote villages (with feasts done by generous traveling merchants)
2 Assisting you starting the cult in the captial and integrating it into existing province wide cult
6 training and equiping cultists to nails and\or converting mercenaries to Fingers.
Recruit 50 untrained cultists to the grand army.
We need trained persons for our own army, mercs, knights and others are too valuable to send away. Those cultists should spread the word not to fight effectively. Besides it will be suspicious if conscripts will be well trained in combat.

(Deleted the end of your text trying to make my text less confusing, i failed)
+1 all to this (We are already using knights to train cultists by the way, For now Malkus Rom is just recruiting his own mercs)
Wait, it's possible to corrupt the harvest and nobody will notice that the plant is corrupted?
Tell Mischa how the New way cult should focus on protecting the cultists, create
our temples and defenses, bring others to the cause and
fill us with pleasure, say that they are our body.
Tell Mischa that the "Army of Order" cult is underway to be our sword, with a highly complex system to ensure pain to those who defy,
us. Make her notice that
something is missing, that someone needs to be the brain, to deal with arcane arts,
trick her with these games of words into ASKING US to get more power, to be an arch-mage and begin the preparations into creating a cult focused on exploring the arcane, blessing the warriors and walls, make it get out from her mouth "I want to be our brain",
she later can get one smokewraith to teach basic magicIf we will really create a new cult, that's another history. It will depend if someone (us or Mischa) have a good idea :v
We should select the 5 most zealous and Evil of our nonblessed followers, and go through the process of making them Sacred Wordbearers. At least 2 should survive, putting us at an even 5 Sacred Wordbearers.
+1, but i suggest the most smarter/stronger, or the ones that we think that will just fucking survive the process, because god-dammitThe two most powerful Sacred Wordbearers will become Malkus Rom's lieutenants.
Err...
-1 BUT... One wordbearer really could go with the Malkus. He will represent the New Way among the Army of Order, he/she shall train with Malkus for the sake of surviving and will help Malkus in spreading our cult order and recruiting more members within the army.
The rest of the wordbearers are free to go train with Mischa if they so desire to become stronger, and/or are doing nothingPoor Kate will discover later that she is NOT thaaaat important, more children will be made.
By the way: Why isn't the Duke's castle listed? It's not reaaally a fortress and is just a palace? Or it's because we don't recruited it's outskirts?
