The prices.

Creation of life, the lower categories are definitely creating several, but does it keep being that in the categories of powerful being and demigods?
Also, what would be the price for creating single creatures?
And does creating races similar to the starting races cost 20 or 30 points?

I have plans of creating something which is a cross between a Lamia and an Anorath.
Specifically, a Harpy. Assuming the Anorath have arm wings, if they have back wings, I can make something angel-like.
They can help find and carry the wounded, so the Lamia can heal them.
As for how they would be like a Lamia, they would be monster girls. I'm not going to make them snake birds, as avians are already reptiles (or at least related).

I just create one lifeform at a time, and then put them everywhere.
So you can make a single type of tree and put it everywhere, but not designate everywhere and put lots of different types of tree.

So I don't think you'll be filling a continent with an ecosystem in just a turn.
Well, unless it's a very simple one, like my algae-nymph-salmon ecology.
That is 3x 3 point life. Costing 9 points in all.

This isn't only about size and material Nakeen, it also about the power the portal has. Should making a single mundane tree be slower than making a wooden artifact that is smaller than the tree?
As we diverge on an important point, which to me seems to be the relation between Power and Time, let me explain my view.

To me Power doesn't equate to more Cast/Creation Time, and doesn't need to. For many reasons, with some more justifiable than others.
To you, I assume that Power should equate to more Cast/Creation Time, for what I presume is mainly balancing purposes.

So we know that Island Creation take some time to be created, due to being Matter Creation.

But the Portal Creation is more akin to a Magic Spell.

And unlike the Matter Creation, we don't actually know how or if Magic is affected by Time.
To one, maybe Magic will require a Cast Time proportionally or exponentially greater with the overall "Power" of the spell.
To another, maybe Magic will be quasi-instantaneous, with Cast Time having a minor or logarithmic increase depending on "Power".

A small image to picture how I see these two point of view and their basic ways of balancing/controlling abuse.

So someone asks for a big stick to hit something.

In the first case, the big stick will be placed on a conveyor belt, with the someone waiting at the end. In the meantime, everyone else can just push the big stick out of the conveyor belt, requiring for the someone to ask another big stick.
Here, it is safe to assume the someone will never have his stick. And those who will have theirs will be unstoppable.

In the second case, the big stick will be handed directly. To stop the someone from hitting the something, another person will have to use another big stick, or a bigger one, to either hit the someone or the stick itself.
Here, it will lead to a big stick battle, ending when one will be exhausted or have broken all its sticks.

That's how I see the matter.

If someone orders a big stick, we will see it be produced. But if someone hits someone else with the big stick, we will see that.
I'm pretty sure we acted because we saw what he decided to do with the portal, not that he decided to make one.

It's possible it's a rotating cypher, akin to Enigma. Remember though, that despite there being 26 letters, there's only 25 positions. A can never be A

A) The note didn't actually tell us any useful information
B) All you need to do to solve the cipher is to google cipher solver

The island doesn't need to take longer time than creating the portal, because it's a reaction, not an action.
The reaction will occur after the action.
It just needs to take more time than it takes for the Luminites to enter the portal.

This is correct. The creation of the Island began as a result of Zelthen creating a portal and ordering his army to go into it. Which means the portal was already created when Xenraft began to make a giant island in the sky appear out of nothing and then fall through the air to crush Sancturn. And as the portal was ten percent of Sancturn, which is city sized, it would be easy for the already prepared and marching armies to enter the giant portal before the counter-attack hit them.

If you have seen it and you are asking how much it would create to create a single of any one creature (not enough for them to gain a permanent hold on this world), then it would probably cost a fifth of the cost. But the prices for higher beings like demi-gods and angels are the listed price per one.

If your race begins with a magical ability, it would cost 30. If they are on par with humanity, they would cost 20. If they are stronger than humanity, you'd pay 20 + (The cost of each feature which makes them stronger).

I have plans of creating something which is a cross between a Lamia and an Anorath.

If you are combining living Lamia and living Anorath, that would be cheaper than making them from scratch, but would result in loss of life. Modifying a few Anorath, with consent, would be more expensive than that, but still much cheaper than making them from scratch.
