Then I need to find a different game or codify a rule, but seriously, that basically makes Cina completely useless.  She can only attack when lucky, even if that is an instant boom, and she can't really survive past TURN ONE.

Adapt the game to the RP, not the RP to the game. Seriously, if I went by a straight interpretation of Tamagotchi, Kisa would be even MORE useless than Cina.

Since there is only one duel going on at a time, there will usually be a sub-mission that does not require combat, but requires more people.

Her Health is 1.

depending on the game, that is 10 HP, 400 LP, or essentially 1/10 of a normal game's health.

besides, you probably won't ever go solo.

I would still respec more into health if that were the case, since you have 1/10 of a hit-point in Exploding Kittens. 10 points in health equals how much health you should have in your game. most have chosen to put less in it.
