"Huh. How long has this policy been in place?"
Beorhtric says conversationally as he takes his change. No real reason to think he's being judgmental.

"Well, I shouldn't be saying this, but it's because of three years ago. Now, we used to have more than just one or two beast folk livin' in our village. Got real used to seeing them hanging around that we thought nothing of it. However..." Kelm lays sits down on his anvil and continues, "It was during the summer, the inn had gotten a unique shipment of Frost Tongue, fragile little herb that only grows on ice, that the inkeeper had ordered for our resident alchemist. Well, Frost Tongue has a... exotic effect when consumed by beast folk, which one little wretch didn't know when she stole a full crate of for her family and freinds. Well, the city watch had to kill most of the monsters that got unleashed, and the few we were able to pacify were given an antidote that Miyva had brewed for us in case the beast folk went rabid. The mayor banned all Frost Tongue in the town, and the beast folk that were involved with the incident were exiled from town. We only have three beast folk left now..." Kelm almost sounds remorseful.

"Aye, I know my herbs... But any beast folk that lives out here would probably know about the effects of frost tongue wouldn't they? ... Would you happen to know where the remaining beast folk are? I'm not going to cause trouble, I'm just interested in what made them stay nearby after that."

[Sanure]

"Nah, Frost Tongue isn't something Beast folk know about. It's an exotic herb from further north. I can tell you where one of them is, you just have to check the church."

"Right then. I'll probably back for another project, but until then, farewell."
With that the cleric leaves for the church.
