((1.2.3a is in the "likely to pass" tab, I think it refers to the "4E for 1000 creatures resolution" rather than what it says, and you also have Saukko voting for and against it.

Also CNCLOO1.0014 is in the about to pass tab despite having more people voting against it than for it :o))

Ascald places a leyline worth 4E at the center of Ur, and additionally places another population unit of Keardai in it. (The other Keardai shall begin in a desert region, difficult to find food outside floodplains and intolerably hot to most but rich in metallic ores and such.)
