You live in the city of Haven, a town known for doing everything but living up to it's name. Crime and corruption are some of the most influential forces in Haven, from the dozens of petty street gangs, to the illegal private armies of various corporations, to the increasingly militarized police force trying desperately to keep everything in check, while grappling with it's own corruption. This on it's own might make Haven a tense and dangerous place to live, but it's far from the last of it. For whatever reason, Haven has become the unofficial capital for metahumans to flock to, whether in the name of making a name for themselves, making some money, or to putting on capes and punching eachother to deal with their own pathos. This has only exacerbated every other problem the city has to deal with, leading to an already heavily armed and corrupt police force further arming themself in preparation for dealing with metahumans, further empowered criminal organizations, and the necessity of exceedingly high taxes to pay for the constant property damage that the city incurs from the presence of violent metahumans. All in all, these issues have led to further poverty, destruction and loss of life, which themselves have contributed to those problems. An inescapable cycle.
You've been a cog in that machine for a while, just another person trying to get by and live within the rules, but it's become clear to you that in this city those rules are broken. So you've decided to join the legions in this city who try to force the city to live by their own set of rules, to bend to their whim. You've decided to become a Kingpin.
Choose Name, gender, and backstory. Each backstory comes with it's own skills, starting grudges and hooks for building up your power.-Lawyer: You are the owner of your own legal firm. Unfortunately however it is currently a floundering business in a run-down part of town. You don't even have the income to support employees, and your reputation is such that you can only represent the clients that no one else wants to. Your profession does give you plenty of useful legal knowledge for the pursuit of crime however, and connections with both the unsavoury and the respectable.
-Beat Cop: You're a rank and file member of the force, trusted only with the mundanities of the job. However, your current position gives you a certain amount of authority and leeway that you would hardly be the first to abuse, and plenty of opportunities to use such to your advantage. Don't count on maintaining such a cushy position forever though, not if you plan on pushing the envelope as far as you can in cutting up your own slice of the underbelly of Haven.
Former Special-Weapons-And-Tactics Officer: You were once part of an elite response team under the Haven Police Department, and hardly the only one. There was a lot of demand for highly capable and well armed officers in a city that regularly sees deployment of private armies and rampaging metahumans. Unfortunately your unit got nearly obliterated after being tossed into a situation too hot for you to handle. You survived, but retired in disgust.
Career Criminal: You've spent your life doing the menial work for the big fish in the crime world, and you've done a little of it all. Breaking and entering, grand theft auto, robbery. You know your way around the streets and a lot of the low level gangs, but you're tired of living under the heel of other criminals. You aim for more.
Street Enforcer: You're a scary person, who's done a lot of scary things. When people need bones broken, you break them. When cages need to be rattled, you rattle them. You've been a little one note up to this point, but that one note is one you sing pretty damn well. You have the strength and will to be more than just someone elses attack dog however, and you plan to prove it.
Local Businessman (specify): You're a small business owner in the run down part of town. Maybe you're a pharmacist, or a gun shop owner, or you run an autoshop, or maybe you're the shady pawn shop owner. Whatever the case you've hit bad times, between exorbitant taxes in the city that's always falling apart and the protection fees to local gangs you can't even turn a profit any more.
Clinic Doctor: You're the owner of a run down clinic in a bad part of town. You see steady business, but it's often not the kind that is prepared to pay for it. You're on the edge of being shut down however, and you just don't have the money to make sure that your clinic meets the standard.
Mechanical Engineer: You're more or less a professional tinkerer, but your ideas are a little more unorthodox than most. Frankly not a lot of people want your work, and you don't have the money to establish the kind of business you could use to nourish your creative spark. As is though, you're not in the kind of position to make anything really worthwhile.
Other (specify) Please keep to the limits established by the other backstories.
