All signs:

"looking over everyone's proposed plans, maybe we can tie them together into phases?  for example:

phase 1, when civilians are cooperative and no rioting is occurring, would involve going door to door and asking people to voluntarily evacuate.  civilians that agree would be transported to the portal via shuttle, a few at a time, to prevent the problems we've had with lines and robbers preying on large groups.  there shouldn't be any panic as a result of this, but it might take a while.  ((time skip until all cooperative civilians have been evacuated, a few at a time.))

"Hello! I'm very sorry to disturb, you but I am here to assist you in evacuating. Only take what you can carry, or put into a small bag, more clothing and such will be provided later. Please do not take too long, we do have an entire island to evacuate. When you are ready let's get loaded onto the shuttle and I will escort you to the portal. After we are there, step through the portal and the other associates of mine will help you from there. Thank you for your cooperation!"

So, Anthony does his little thing, tells people to get ready to go and the very first person he says to this gives him a rather rude reply. Something to the effect of "What the fuck are you talking about, who the fuck are you, and what the fuck is going on?"

And of course Valentina, being a bit dense, takes this response as dissent and promptly shoves her gauss rifle up the home owner's nose and screams "JUST GET YOUR SHIT AND GET OUT OR I SWEAR TO GOD I'LL VENTILATE YOUR GRAY MATTER!"

Basically, there is an extrauniversal entity, know as the Lurker in the Angles currently eating our known universe. We are here to help evacuate people and set them up as colonists in new, somewhat unexplored universes to ensure humanity as a species survives.
