Given the myriad smaller worlds the Imperium owns, I'd be willing to bet they've found lots of petty emperors. If they declared anybody who calls themselves emperor of their territory before ever hearing of the True Imperium to be an arch-heretic and purged the area, they'd waste a lot of time and resources to no benefit. Let's assume our commissar here knows about this and accepts it.

You follow your escort and are quickly taken down to the planet, Dantooine.  You are flown to a facility that appears to be extremely new in construction, and are taken inside when you arrive.  As you are in transport, you transcribe a bit more of the Lectitio Divinitatus and perform a short lookup of the rebel forces and you take note that they use multiple xenos in their forces, including in commanding roles.  They only become more heretical by the moment.

Your escort soon takes you onto a platform within the facility that overlooks several hundred soldiers standing in formation, their armor similar to the troops you had seen so far, but with the addition of several blue markings on the helmet, torso, knees, and shoulders.  The armor does not appear to be in the best of condition, so you believe it to be surplus from an earlier conflict.  As there is no further place to be escorted, you believe this to be the forces you are in charge of.  As such, you move to the center of the stage to make a speech.
