How in the hell is it too random?

Kaiju and kaijin plague the city. To deal with the latter, the police need Kamen Rider-esque suits to fight them and special bikes to catch them, being that they are far stronger than normal humans. To deal with kaiju, you need giant robots or large weapons platforms. Basically, we'd be the SWAT unit equivalent, only we're dealing with monsters of the week instead of common criminals.

That's more a military thing though.

I want the detective things.

Like, how the police in the US get military surplus and whatnot.  The suits are retooled to have more detective-ing abilities and have limiters on so you don't murder people.

My current thoughts are to have the PCs be part of a new branch or the police force. One that deals with crimes specifically related to the use of these suits/kaiju. Obviously you can't expect the regular police to be equipped to handle super-powered civilians or massive monsters, right? Hence the new department that the PCs are a part of.

I would just make it suit-based crimes, not kaiju.  Though of course, kaiju-killing training.
