Well, Kamen Rider W was about a detective agency, Kamen Rider Kuuga, Wizard and Ghost are semi-mystical, and Power Rangers had a lot of police-based series and we all know about the giant combining mecha they used.....

All we need now is the kaijin/kaiju.

no but in all honesty it seems like the kind of game that might stutter and fail because its too RANDOM and the addition of kaiju necessitates a system, which are dumb and make everything take a long time

How in the hell is it too random?

Kaiju and kaijin plague the city. To deal with the latter, the police need Kamen Rider-esque suits to fight them and special bikes to catch them, being that they are far stronger than normal humans. To deal with kaiju, you need giant robots or large weapons platforms. Basically, we'd be the SWAT unit equivalent, only we're dealing with monsters of the week instead of common criminals.
