Like i said, I am going with the explanation that dust takes a certain alignment of soul energy that people outside of RWBY haven't achieved.

If your counting priests and mages, You are probably wrong, if you are skipping all 'Magic users' from D&D you are mostly right.

And the undead of DarkSouls are formed by that curse thing that will cause them to go insane eventually, have souls, and have free will.

But what about my ghoul character?

Depends, Tokyo Ghoul's Ghouls are evolved humans for all intents and purposes.
D&D's Ghouls are soul-less undead, but they have Free will and intelligence.

Arguing.  GMs rule on issues.
Can I propose something, by the way?
1) Innate powers: Alan's sorcery, Dackly's gorgonism.
2) Unlockable powers: Stands, Personas, Aura
3) Learned/Made powers: Wizard spells, !!SCIENCE!!, Plasmids, Motya
4) Granted powers: Mio, anyone dependent on divine favor, etc.
The first is off-limits (except for Weird Magic/Science Stuff).
The second requires immersive training, to become a part of that system.
The third is merely like learning a new skill or having a genemod installed.  Well.  Not merely, but you get the idea, there's nothing special unless you have radically different biology for science stuff.
The fourth requires that you fit the characteristics and please the gods in question.

All of these are subject to OOC GM rulings, case-by-case.

And I did rule, technically. I ruled that Crazyabe was incorrect in his interpretation of lore that doesn't even apply to his character.

Fair enough for almost all of them, although some of those categories can interlink (Aura is innate to all, but requires activation, one can train to boost potential as a Hero until the Taisha notice, and so forth). Those categories are therefore, although distinct, can and do have areas where the lines blur.

I don't make huge rulings unless I'm sure everyone needs them primarily because I'm aware I'm Sanure's deputy, and so he could overrule me at any time. There is no point in me making a ruling only for him to override it unless I am damn sure he won't, such as in this case.

Of course, having said that, I'm waiting for him to do it now.

I still respect his authority, deferred my secret question to him when sans was off.

Also, how DOES armor comparability work? Could Dackly just equip a pair of boots?  Or would I have to explain that she is wearing 1 at the end of her tail and the other on her head.
