((It's in the backstory. She had a taser on her, but only managed to get it out and shock the vampire after she got bit. And the vampire might have been a different sort than normal, or something.

((One:Vampires generally don't suffer their victims to live and/or only turn a hand-picked heir?
Two:A lot of people, if they were in fact turned, would rather die than be a vampire?
Two And a Half:Let's say that there's a conscious decision involved to NOT turn someone.  In a blood frenzy, this would obviously be overridden.
Three:Backstory covered that.
