Actually, why SAM. Why not just scramjet-powered AAM? Hell at that speed we can even use KE penetrators.

I offered an air to air missile without specifying how we will get the speed. It may be a scramjet or whatever else engineers will choose... But yeah, if we go for six Mach+... we don't need a heat warhead. changed description of PL-13 to kinetic penetration

PL-15
Advanced nimble Mach 6.5 (more is better)  air to air missile that comes in two variants. One is kinetic penetration type of missile and another uses more standard shrapnel proximity fuse warhead

Why can't it achieve a direct hit? It is harder than shrapneling it but it is doable.

Why can't it achieve a direct hit? It is harder than shrapneling it but it is doable.
As its main purpose is to defeat drones. Forfeiting the Shrapnel variety is too much a compromise.

My only worry with designing a new missile now is that whatever countermeasures to the HX-1 the Invaders adopt this turn might be versatile enough to protect against the PL-15 as well, rendering it ineffective against the dropships and drastically reducing its usefulness.

This game is very different to Sensei's because new systems appear slowly. They may design some point defence drones, new better armored dropships, new small and nimble dropships and so on. But they will keep using old unescorted dropships till they are replaced or enough point defence drones is produced.

That may be so, but they also have the ability to concentrate the newer designs against us and use the older dropships elsewhere (speaking of which, we should probably send a force to Brazil if we have some equipment spare). I also think you overestimate the time taken to phase in new systems, considering we already have some HX-1s operational.

PL-15

The PL-15 is a missile optimized for speed, capable of reaching speeds up to Mach 7. It utilizes a reliable solid rocket engine, and active radar terminal guidance to find it's target. It has to be launched at supersonic speed, and has a limited flight time and relatively small warhead, giving it shorter range and less killing power than the conventional missile. Two warheads choices are available, kinetic and fragmentation.
