SENEX: "There is no indication of where the loan money would go. Considering it is Ningard we speak about, probably for swift conquest of one of many city-states far to the south-west, beyond the distant Iscander Mountains."

CHIEF: "Ten thousand ducats is rather small sum for that. They could equp about one of their armies with that amount of money. Now about the riot: according to my agents and soldiers, the people in Cupola are currently calm. It seems they've spent all their anger on the last month's riot."

Master of the Coin coughed.

MASTER: "Every choice will mean expenses..." His voice trailed off.

It does grant us leverage, however slight, with them, and may open us up to greater loaning opportunities in the future, to say nothing of the benefits of a good relationship with our immense neighbors."

SENEX: "Councilmembers, welcome. Today we have to discuss and decide on three topics. First of all: Ragona's Centuria is asking us to enact a law that will temporarily allow the Centuria to conscript young free-men aged 18 to 35, who are jobless and do not have a family, into their ranks for basic training and one-year post as the city guards."

SENEX: "Second of all: The engineers' guild have sent us a project for a new aqueduct that would transport the clean water from the Lavia's Hills in the southwest to the Cupola District, where the poor and sick have been dwelling for centuries."

SENEX: "Third and last: Ningard Emperor, Xorin the Third, wrote a letter in which he asks that we consider giving the Empire a loan of 10.000 golden ducats at flat interest rate of 12%, for the duration of six months. I have spoken with Master of the Coin beforehand, and we believe that we can lend the money to the Empire, which might warm the rather cold relations between our city-state and them. We should consider, however, that sending the money will probably do not allow us to start the construction of the new aqueduct I have mentioned earlier. Thusly, I declare the voting on First and Third Issue a mutually exclusive vote; those that vote Yes on the First will then have to vote No on the Third, and vice versa. Now, if any of Towers wants to speak on any of the matter, now we have the time."

"I think the Senex meant to say voting yes on the second and third issues is mutually exclusive yes? As to loaning money to the empire, have we done so in the past? Do we have a precedent of them reliably paying back loans, or some other good guarantee that they shall do so?"

"Master of Coin mentioned we could build a smaller, less wasteful aqueduct. How much would that save, do you think?  Could we still loan the money out to the  Ningard?"

//They will kinda go along the PC split. If most players will vote yes on A and no on B, most of NPCs will vote yes on A and no on B also. That's why I want as many PCs as possible.
