// So in no case will the NPCs overrule the PCs?

//Well the 'titled' NPCs will behave differently depending on their allegiances, but still - that's just 4 votes.

"Now, first of, in the issue regarding the Centurii draft, I would wholeheartly support it, with the empire moving to become more aggressive towards other city-states along with the difficulties of enforcing law inside our own city means that we cannot afford to let our security languish. And given that it does provide a job to those that would otherwise have none, I see no reason as to why the people would especially dislike it.

Onto the aqueduct, I will vey much say that those of you whom intend to gild their purses at the expense of the people, I have no respect for you utter dastards that would rather put us under the yoke of the empire and go against everything the city stands for! We need the aqueduct in order to alleviate conditions within the cupola district. This would not only keep the plebiscite from rioting once again but would make the district far more attractive to development."

Submission for when more Towers become available:

Name: Velvet (Iituem)
Family: Blackridge
Family Traits: Wealthy, Scheming
Affiliation: Blackridge Family

A cadet house of the rather fruitful Blackridge line, Velvet heads the family's banking division.  Unpopular, elevated to nobility by money rather than rank or birth and possessed of no martial strength.  The absolute noveau riche.

Edit:  If women are not allowed to be Towers, I'll take the name Silk instead.

I don't know about all women, but Blackridge women specifically have made a number of notable Towers, so you're in good company.

"Nobody likes to be thrust into danger against their will, my good man, young men of ambition particularly so, and their mothers and fathers would be particularly distraught to see them dragged from their homes and forcibly pulled from their ancestral trades, especially at the tail of a violent riot. Our security is not at immediate risk, and conscription, should anyone be in desperate need of it, surely can wait a few weeks while the dust clears and rebuilding continues. If anything, we should not shuffle some plebs into the Centuria and hope that their frightened bodies will shield us from harm, but instead look to increasing their funding and improving their equipment so that the common man would actively want to join them. Quality is of primary import, not quantity, and conscription merely provides the latter, and actively hurts the former. I am as much a proponent of security as anyone, but the easy fix in this case may not be the correct one."

"Furthermore, the Ningard are not our immediate enemies, and to insist otherwise is hawkish to say the least, as a conflict with them is simultaneously undesirable and incredibly unprofitable - for both parties, in fact. Loaning them money, on the other hand, makes us money in the not very distant future, and allows us to increase our spending if there is a crisis that warrants it."

"Overall, fellow Towers, we live in a peaceful time, one riot notwithstanding, but such a thing cannot be expected to last. To that end, let us keep a wary eye on our spending while the income is good, so that we have plenty to work with during leaner times that will assuredly come."

((In b4 the majority of the Towers are suddenly women due to players choosing to play women))

//They will kinda go along the PC split. If most players will vote yes on A and no on B, most of NPCs will vote yes on A and no on B also. That's why I want as many PCs as possible.
//So that means there's room for PCs who don't participate in the debate most of the time (or don't participate much in the debate) but who contribute to the voting block? If so, I might be able to make a character.

//I will take the overwhelming silence as no.

An aide moved up to the Senex Princeps. He listened for a moment, then stood up and struck the floor again, twice this time.

SENEX: "All that had to be said has been said. The sun is past its midpoint. The voting begins now."

Young boys rushed into the chamber, bringing quills and wax tablets for all Towers present.

Afternoon phase begins now. You may vote Yes or No on any/all of three Issues that were presented. Voting on 2nd and 3rd is mutually exclusive; voting Yes on one means voting No on the other (invalid votes are nulled). Those that do not vote will be counted as if they Abstained. It is now 10:43pm local time and voting ends betwen 10:43am and 10:43pm local time tomorrow!
