It's Summer. You can't use Improve actions like Build City in Summer (unless you're a Spider).

Argh. I'm just about to post and I realise Persus illegally tried to tower this turn: their min-pop was 3, they're current pop is 3 and so they can't yet build a city.

I think it can be safely assumed he would expand to 117 in that case.

If he turns out to have wanted to do something else, he can say so in his next turn, and we can retcon it, as it is highly unlikely he will come into contact with anyone during fall to do anything meaningful.

In Fall you can: Harvest, Expand, Raze, Raid, Dismantle as well as doing certain heresy-specific actions. I'll process the entire season in one go, so make sure you read other people's actions before submitting your own. If your turn can't interact with any of the other player's then feel free to submit it out of turn order. The latest maps and current player info will always be in the latest turn update.

A ghostly runner wearing an archaic tunic and sandals appears in the halls of Four Legs Good in a flash of blue light. Wasting no time on preamble, he delivers his message.

"As our expansion has brought us to 46 first, and as we have need of the land, the Cobalt Warders will be claiming the territory. In light of our previous agreement (which stipulated that settling of the plains should be worked out between us,) and from a wish to maintain the peace along our northern border we are willing to offer payment. In the Spring we shall grow fields there, and if Four Legs Good finds themselves in a position to raid them for an extra action before they are harvested, they are welcome to do so without fear of retaliation."
