Backstory: Born to an American soldier and a Polish refugee in West Germany, Carter spent his formative years as a military brat being shuffled from base to base around the world. The military lifestyle suited him, and he eventually enlisted in the United States Air Force's TACP program. He eventually graduated as a fully-fledged JTAC, and became almost legendary within certain circles for his ability to call down death from above with incredible precision. After getting involved with some things better left unseen on a covert operation, the Foundation came knocking. He's been doing commo work for Foundation MTFs ever since.
