There is a greater degree of apparenty meaningless radiofrequency activity than would be expected. It's not powerful enough to be jamming and doesn't look like any kind of esoteric encryption, and there doesn't seem to be a source.

Mayor Murdoc confers with his development team. The recent caravan brought great quantities of fine silk cloth and of processed calves' intestines. Recent technical advancements have given rise to limited aluminum production. The crews working with electrolysis on the Dam have refined the process in a number of ways and finished constructing a large-scale system. One of them has already looked into the new Artifact, and they believe its contents will provide admirable propulsion for any vehicle of the air, as several of the designs claimed to be both powerful and lightweight.

They are not really comfortable with the requirements of heavier-than-air flight, but would be amenable to constructing a prototype now that engines are available. From what they know, the actual construction of the thing should be simple enough, given a proper engine. An airframe of canvas, wood, and aluminum should work well enough for the time being.
