How high is the dam compared to the height of the ravine the river is in? Is the dam about ready for where the turbines will be placed and floodgates installed? The turbines should be installed low on the dam, so I would think it is ready. If so, I imagine it would take a while for actual forging of the gates, as they probably wouldn't fit down the stair or elevator, so they should be built, preferable close to the construction project. With these assumptions, Rotate about 1/2 the workers to the surface, keeping enough who have been part of this so we still have workers familiar with the project. Get the doors built, and start on the holes, so we can channel the water through them, and work on the rest of the dam without water running over everything.
