The clerk would has a superior in the Munitorum representative for this mission, who is probably on the Judex Ultionis. You can contact the captain through a vox-caster using your commissarial override code.

Yep, at least in theory. You don't see him currently because you're facing north, but you saw him when he arrived, and he's pretty much still there.
