Article I, Section 9, Clause 8:

No title of nobility shall be granted by the United States: and no person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state.

What never passed was an amendment that would strip US Citizenship from any person granted a patent of nobility by any foreign power.

It could be considered to be retroactive, thus requiring the permission of Congress to even get elected. If not, that might have been the motivation behind the amendment.

It's worth remembering we're talking about a time where Republic VS Monarchy was a very serious fight.

One must be a US citizen to hold office, and every version of the Oath Of Allegiance taken by new citizens includes a line about renouncing all loyalty to foreign princes or potentates.
