There are benefits to having categories at Excellent, so we could raise infrastructure to Excellent and still be able to raise agriculture to Good.

Then we should work on infrastructure.

But there's laughter and oh there is love, just past the edge of our fears.
And there's chaos when push comes to shove, but it's music to my ears.

What happens if we can't get everything to good by the time we have no more actions left?

Edit: Not that it seems likely to happen, but still... curious

If we want to avoid hiring an advisor (and thus spend out money on magic) we could probably improve agriculture twice as our next two actions.

The roads and bridges had been left to complete disrepair under King Gareth's reign. The roads themselves would be used for trade and military defense once they were fully operational. Meanwhile, it kept workers gainfully employed, which reduced banditry considerably.
(Kingdom Faction +5)

King Travis was 44 years old, and people were becoming extremely nervous that there was no heir to the throne. It was obvious that the king needed to get married. I invited King Travis up to my tower for dinner so we could discuss the problem.

Travis was a good lad; he respected women greatly, to the point that he stayed away from them. His shy and timid nature made him unable to even speak to them properly. It didn't matter—he'd have to get over it, as the kingdom needed a queen. There were a few suitable choices, but one lady stood out.

1) Yasmine, the Elf Queen's daughter. (Elf Faction: 50)
2) Gretchen, a human girl who had been raised by the Dwarf King's wife. (Dwarf Faction: 35)
3) Kragpok, the Orc Chieftain's daughter. (Orc Faction: 25)
4) Gwen, a rich young merchant's daughter from Tornassa whom I'd seen Travis looking at.

3. It will help maintain peaceful relations in the long run.
Although 1 would probably help if there's some hard check later on. Either is good.

4, he's not a pawn in some game...
"You think this a game? Well, do you? ... Wait, don't answer that."
More seriously princes often get married for political reasons. If they want love, that's what mistresses and secret affairs are for.[/Joking]
