Right now they're benefiting from the enormous trade boosts from sheer province count mostly.

There was a slight problem with Max Armies due to how I was calculating them in my spreadsheet. Will be fixed in the new version when Turn 1 starts (plus any additional from Trade Agreements)

EDIT: Also, just a note for Toaster, but you only have 1 deploy army due to Small (and 1 must remain in capital). I'll move one of them to #69 though if you'd rather put the Army somewhere else you should repost the deploy order.

That's inconvenient, I planned my treaties so that I would have a total of 21 provinces in total for the matter of trade treaty bonus, thus giving me 2 extra PI /turn. Guess that's off the table.

Well, I guess I or one of my trade partners shall have to capture some extra provinces for the second PI 
But the increase does make sense, 10 provinces for a PI was too high.

I'm implementing the multiple province captures like Haspen is, and you can't do multiple moves to move->capture->move->capture. Nor can you build in occupied territory (until it is annexed, earliest next turn) or give another player your PI.
