The first line is:

State of Prussia grows weary of the bloody conflict

Which is all that Russia should require as the reason for peace between Prussia and France.
Russian Empire notes that weariness doesn't usually lead to advancing treaties with the other party, or that other parties can literally assume everything they're doing though. ._.

Anastasiya takes control.
"Trust old allies".


 After a prolonged period of lacking response (one to two days, in real-EoD-time), the Russian Empire comes forward with its honest intentions.

Spain also proposes to the new Russian Leadership a tech exchange. We offer Military Aircraft (and Primitive Airplanes if required) in exchange for Primitive Tanks and Radio Communications.
The Russian Empire Accepts this trade.

...And asks why Spain is willing to do this, despite (somehow) being at war with Russia (and not accepting the peace...despite being in no way near Russia at all)


Diplomacy

Offer Military Aircraft to Russia in exchange for Primitive Tanks.
Encourage Russia to give the tech to Prussia as well.
Instead of a general statement, the Ottoman Sultanate receives a personal letter from the current leader of the Russian Empire, Anastasiya.

It begins with a cordial greeting, followed with the notice of...honestly relating the fear of the general populace of the Empire in regards to the Ottomans (though in respect more than general antagonizing fear), along with their general shock of the same offer being given by the Spanish Empire earlier this week. The letter explains that, as a first sentence, that they have to decline the Ottoman's offer of their technology (though there is a note which speaks well of the Ottoman Air Aces and their aerial maneuvers), because of consensus-fear in the populace, along with the note of the vast swaths of land under the Sultanate's control, the letter indicates that the Russian Empire wishes the Ottoman's well, if in case the Spanish offer comes through (and if it doesn't, for any reason at all, their offer will be accepted).
...Appended to the letter is a personal note.




The Russian Empire nudges France on the strange mechanics of war and diplomacy, and apologizes for the...sudden undertaking of #25. Return #25 to France. It also inquires if they would like a trade treaty and another trade noted in the spoiler above.

It offers Prussia Modern Chemistry in exchange for #24 and #25, with the latter being ownership.

France welcome Russia's decision to hand over Crimea. France however does no accept to trade two provinces for Modern Chemistry ,a technology its Albionese ally could provide.

France do however note that sending military technology to Spain or the Ottoman Empire would be considered an hostile act on the part of the new Russian government, and would cause a war.

Though Russia remains curious--why would it be a cause for war when France had not decided to make peace with such nations?

Russia would still go with the trade to the Spanish Empire--noting their...historical lack in the current situation, appending the patent of non-trade to others without the owner's permission.

The Ottoman Empire is hurt and insulted that the Russians would take Aircraft technology thirdhand from the Spaniards when it was the Ottomans who discovered it in the first place, and the Prussians who supplied to to the Spaniards, and yet you would favor dealing with them over either of us, your longtime peaceful neighbors.
