Instead of a general statement, the Ottoman Sultanate receives a personal letter from the current leader of the Russian Empire, Anastasiya.It begins with a cordial greeting, followed with the notice of...honestly relating the fear of the general populace of the Empire in regards to the Ottomans (though in respect more than general antagonizing fear), along with their general shock of the same offer being given by the
Spanish Empire earlier this week. The letter explains that, as a first sentence, that they have to decline the Ottoman's offer of their technology (though there is a note which speaks well of the Ottoman Air Aces and their aerial maneuvers), because of consensus-fear in the populace, along with the note of the vast swaths of land under the Sultanate's control, the letter indicates that the Russian Empire wishes the Ottoman's well, if in case the Spanish offer comes through (and if it doesn't, for any reason at all, their offer will be accepted).
...Appended to the letter is a personal note.
The
Russian Empire nudges France on the strange mechanics of war and diplomacy, and apologizes for the...sudden undertaking of #25.
