I'd argue against resource scarcity. If we end up having that, we'd be more focused on just preserving existing supply lines and factories rather than actually doing anything. It's not a bad scenario, but it's tone where this sort of game wouldn't work in.
Resource Scarcity did get voted in however. Don't worry though, you won't be needing to balance oil supplies or anything. It just means that you might have to take care of alternative resources to build things.

Mass geothermal-plants + hydrogen generation (hydrogen cell cars/trucks/light planes + electric heating) for civilian populace use.

Army uses dino juice while it lasts then goes to synth-diesel (algae to produce hydrocarbons).

Bam, we have almost unlimited power (and can trade any overflow!). Now steel, concrete and others might be a problem...

Hmm. Though then again, depending on the setting, the scarce resources might just be the stuff that just makes the marginal techs effective or the like. So while we have regular resources in abundance, we don't have those particular ones that just so happens to be the stuff everyone's fighting over.

No you didn't. You got a bit of leeway in marginally usefull technologies.

Even better, it would be a nice plot hook for us to be a nation that just seceded from West Kardikstan after a war, making for a nice tense border that justifies military buildup!
